Federal MP Guilherme Dirret (PP-SP) took to social media to announce that he is “ready to listen to all sides” as rapporteur of the bill that changes the definition of a criminal organization. The allies see this conciliatory rhetoric as temporary, and it is about to become tougher again soon at the hands of Dirit against the government of President Luiz Inacio Lula da Silva (Workers’ Party).
According to sources from the São Paulo government, after submitting a report on the project, which Derret described as a “legal framework to combat organized crime in Brazil,” the MP must return to the Public Security Secretariat in São Paulo and then step down once and for all from the government of Tarcisio de Freitas (Republicans) by January. The allies’ assessment is that an eventual exit from state government will further free him from the institutional constraints of office, and Derrett will be able to take a firm stance on issues currently considered thorny.

“On the ropes”
According to writer Igor Gadelha, Dirit and the head of the chamber, Hugo Motta (Republicanos-PB), were warned by financial market advocates of the possibility that equating factions with terrorist groups, a flag promoted by the parliamentarian until last week, could frighten foreign investments. The warning could have changed the text and toned down Derrett’s warlike tone. Instead of equating factions with terrorists, the penalties for crimes committed by factions will be the same as those applied to terrorist acts.
One ally estimates that the bill reported by Dirret will “put Lula’s government in an even more awkward position” with regard to public security, an issue that the opposition has identified as capable of generating more wear and tear for the PT member. Another person close to the secretary believes that Derrett “cannot make mistakes,” even though he has “a great opportunity in his hands” and must correct many anomalies in the criminal system.
Tarcisio’s successor?
Public approval shown by opinion polls for the police raid on the Alemão and Benha compounds, which took place two weeks ago in Rio de Janeiro, has reignited the federal government’s right to conflict. Previously, the group suffered turmoil caused by its representatives in connection with the tariffs imposed by the United States, the trial of Jair Bolsonaro (PL) and Donald Trump’s two meetings with Lula.
This new scenario renews the aspirations of right-wing governors, such as Claudio Castro (PL), of Rio de Janeiro, who came out strong to run for the Senate, and rekindles speculation about a possible presidential run with Tarcisio as the main opposition candidate for Lula, opening a behind-the-scenes battle to succeed the São Paulo government.
Scholarship recipients in São Paulo say Dirit is the right-wing candidate best accepted to succeed Tarcisio. However, when the representative becomes a candidate, he will have to defend Bolsonaro’s main agenda. Two of Bolsonaro’s allies from São Paulo stated that these gestures should happen “naturally” by the rapporteur of the “Legal Framework to Combat Organized Crime in Brazil.”
Bolsonarian support for his name would make Dirit’s candidacy easier, as the former police officer would only have to nod to the centre, while other candidates – such as the capital’s mayor Ricardo Nunes (MDB), government secretary Gilberto Casab and deputy governor Felicio Ramuth, of the Social Democratic Party, and the president of the Legislative Assembly of São Paulo (ALSP), André do Prado (PL) – would have to nod. Give props to the centrão and the bolsonaria.

“Progressives’ bathroom”
Another ally, a member of the same party as Dayrit, claims that the parliamentarian “bathed with the progressives” when he left Hizb ut-Tahrir to join the party. The assessment is that the more “dialogue” and center-right profile will aim to certify the minister as a candidate for the São Paulo government, if Tarcisio is a candidate for the Planalto government.
However, the most entrenched hypothesis on the center-right in São Paulo is that Dirit will indeed be a Senate candidate. According to one of the interlocutors, he should meet with Bolsonaro in Brasilia, who should explain to the deputy the need to collect a strong nomination for senators.
Derrett himself tells allies he’s willing to work in the Legislature to promote tougher sentencing and end conjugal visits, sentencing progressions, custody hearings, and other measures seen as “privileges” for criminals.
