
On Tuesday (11/18), the Chairman of the Senate Committee on Economic Affairs (CAE), Renan Calheiros (MDB-AL), canceled the vote on the bill (PL) that wants to increase taxes on betting and financial technology. The expected increase in bets will be from 12% to 24% and will be gradually distributed from 2026 to 2028. FinTech companies will pay from 9% to 15%.
The postponement came at the request of Chamber President Hugo Motta (Republicanos-PB). He spoke with the President of the Senate, Davy Alcolombre (Uniao Brasil-AP), on Monday evening (11/17). The MP will be hurt by the government, due to the troubled handling of Antifaction PL, and pointed out that there is no “climate” for voting.
Therefore, Alcolombre asked the university president to cancel, who responded immediately.
Author of Law No. 5.473/25, Calheiros advocates approval of this issue next week, although there may be amendments and highlights to the text. He says the project aims to recover revenues for 2026 in the amount of R$4.98 billion. Within three years, the total revenues from these measures could reach R$18.04 billion.
The bill is part of a package to relieve the public treasury. It is a form of compensation for PL that exempts those who earn up to R$5,000 from income tax (IR) and reduces duties for those who earn up to R$7,350.
The Senate approved Law No. 1087/2025 on October 5. The text was approved by President Luiz Inacio Lula da Silva (Workers’ Party). And the Labor member has not done so yet.
