
Brazil has an internationally recognized pillar of social protection: Bolsa Familia. In addition to income, benefit opens other pathways, such as access to rights and opportunities, from food to education, from health to economic independence.
The initiative’s results reflect, for example, the country’s exit from the hunger map drawn up by the Food and Agriculture Organization of the United Nations (FAO), reaching the lowest hunger rate in history in 2024.
Furthermore, nearly 1 million families left the program due to improved income in July 2025 alone.
This is because the program integrates actions that go beyond income transfer, linking families to training programs, productive inclusion, and job creation.
Among the cases of families who left the program was Elizana Rodriguez, who lived in rent with her 12-year-old daughter, and for a time, the Bolsa Familia program supplemented her income from informal cleaning.
The benefit then helped pay for basic family expenses, such as water, electricity, and school supplies for her daughter.
However, when she finally signed the work card, the domestic worker entered the protection base of the Income Transfer Program and began to meet the criteria required by Minha Casa, Minha Vida.
Like them, every year the number of families leaving the program due to improved income increases, strengthening the role of Bolsa Familia as a transitional policy rather than a policy of permanence.

Protection base
The program is accompanied by a protection base, which guarantees security and stability for families that have begun to improve their lives, preventing the fear of losing the benefit of hindering the formalization of work.
According to the Minister of Development, Social Assistance, Family and Anti-Hunger, Wellington Dias, when a family’s income exceeds the limit of R$218 per person, but does not exceed R$706, the benefit is not immediately cut. “The family stays for up to 12 months and gets 50% of the value of the Bolsa Família,” he confirms.
The Bolsa Familia Protection Base is a protection instrument created by the Federal Government in 2023 so that beneficiaries who obtain formal employment will have economic stability during this period of overcoming poverty.
Anyone who gets a job remains protected. Bolsa Familia accompanies the trip.

It should be noted that 80% of new official vacancies in the first half of 2025 were filled by people from Cadonico, with 58% benefiting from Bolsa Família.
Families who were already on base until June 2025 can stay for up to 24 months, with a maximum of half the per capita minimum wage. If income falls again, the family automatically returns to the full benefit amount.
The rule ensures that if a family encounters difficulties again, they can return to the program within three years, without having to start over from scratch.

For families registered in the Bolsa Família programme, it is necessary to update their registration. To do this, simply search for the nearest Reference Center for Social Assistance (CRAS).
