BRB says it is not experiencing a liquidity crisis

In the decision issued on Monday (24/11) that replaced the intervention in the BRB with a “comprehensive audit”, the court considered information provided by the Federal Public Ministry (MPF) indicating that the institution “does not represent a liquidity crisis”.

“For BRB, the institution does not represent a liquidity crisis, mainly due to the possibility of a capital increase by the majority shareholder, the Federal District,” MPF said.

The IMF position continues: “Therefore, formal intervention by the central bank with full management is not necessary – an exceptional measure reserved for cases of systemic risk or institutional collapse, as happened with Banco Master.”

Judge Ricardo Augusto Soares Leite accepted the request and decided “to replace the preventive measure of intervention in the BRB, such that the Central Bank of Brazil will conduct a comprehensive audit of the activities of the BRB for the period between 2024 and the current date, without prejudice to the investigation of possible administrative responsibilities within the scope of its jurisdiction.”

The decision defines the “focus” of the investigations: “operations carried out with Banco Master that show suspicions of fraud or signs of unfairness, to the general detriment of the bank; evaluation of assets provided by Banco Master instead of unsustainable portfolios transferred in 2025; and any other irregularities that can be identified during the audit process.”

The judge also set a deadline for the investigations, stipulating that the audit of operations carried out in 2025 be completed within twenty days, and the audit related to 2024 operations is submitted within sixty days.

The governor of the Federal District, Ibanes Rocha (MDB), appointed former president of Caixa Econômica Federal Nelson Antonio de Souza to lead the BRB after the operation. It will be heard in the Legislative Chamber of the Federal District (CLDF) on Tuesday (25/11). The bank’s president at the time, Paulo Henrique Costa, was removed by court decision.
