
A company investigated by the Civil Police for participating in an alleged scheme to embezzle public funds in contracts from the city of Cajamar, in Greater São Paulo, received about R$25 million from the municipality, despite being only two years old.
Fortis Hamate Empreendimentos is one of the companies mentioned in an investigation opened by the Civil Police in August, after receiving a complaint indicating suspicion of corruption in the city during the administration of Danilo Juan (PSD), between 2020 and 2024, and the current mayor, Kawan Berto (PSD), Juan’s successor and ally.

According to the police, the company is part of one of the main lines of investigation related to suspicious confiscations of property, with a value exceeding, according to the complaint, 165 million Brazilian reais. According to the complaint, UrbanCorp Urbanismo e Incorporações, based in Baruiri, Greater São Paulo, acquired a property in Cajamar in December 2022 for R$1.9 million. Just over a month later, in January 2023, the company leased the property to the city of Cajamar for R$156,500 per year, in order to establish a school.
In April 2023, the property was resold to Fortis Hamati, which opened at the end of the previous year, and its partner Gabriel Alves Ferreira, who is close to former mayor Danilo Juan, according to records on social media.
In June of that year, the company took over the lease from the city council for R$244,800 for 12 months. The school was not opened until February 2025, under the name “Bianca Helen Behin Silva.” (featured image).
Confiscations
In addition to adjusting the contractual rent, according to the complaint, transfers were made to Fortis Hamati in connection with the expropriation of the areas by the city council.
According to public data attached to the complaint, in just two years of its existence, Fortis has received approximately R$25.6 million from the City Council, in payments related to expropriations and rents.

“The facts follow a chronology consistent with the items found so far. During Danilo Juan’s term (2020-2024), the first contracts with companies in Baruori had begun, as well as suspicious expropriations and the creation of companies such as Fortis Hamati. In 2024, an election year, resources could have been redirected to support local candidacies. In 2025, with the election of Quan Berto (the current mayor), the police report said: “The same agents were maintained and contracts, including continued multi-million dollar forfeitures with UrbanCorp and other companies at the heart of the business.”

The scheme was investigated

- “During the analysis of complaints, other relevant points were identified, such as deposits linked to political support; shell companies with significant revenues; appointment of family members and allies in strategic positions; and possible money laundering mechanisms across entities,” the civilian police report said.
Family businesses
In addition to the contract worth R$ 25 million between the city of Cajamar and Fortis Hamati, another axis of the investigation is linked to suspicious actions around the family of former mayor Danilo Juan (PSD).
According to the complaint investigated by the Civil Police, the City Council committed and contracted, without bidding or through agreed bids, approximately R$50 million with companies owned by Danilo Juan’s immediate family members.
Only one of these companies, in the construction sector, was to receive R$47 million between 2021 and 2023, with Joan’s uncle and cousin as partners. According to the complaint, employees close to him were appointed to commission positions, linked to departments and sectors responsible for approving payments to companies.
Among these employees is a childhood friend of the former mayor, known as Miltinho, who has, at different times, been appointed to various positions in the city council. The other candidate is Danilo Juan’s cousin, who also appointed his wife to the municipal administration.
“Barori Center”
As it turns out Capitalsthe focus of the investigations related to the expropriations in Cajamar goes beyond the contract concluded with Fortis Hamate worth R$ 25 million. The complaints also reveal a potential monopoly by companies based in Baruiri, in Greater São Paulo, which would have benefited from public contracts from the city council worth a total of R$206 million. This is what the Public Ministry calls the “Baruiri nucleus.”
In this part of the complaint, at least four companies are mentioned, two of which share the same partners, and both of which have an address linked to former Mayor Danilo Juan, in Barueri.
In the document, the investigators point out, as a “particularly serious” point, the appointment of an employee from one of the companies as a works inspector for the Kajamar City Council, “in a clear conflict of interest.” However, according to the complaint, despite the amounts committed, the contracted services could not be effectively implemented.
“During Danilo Juan’s term (2020-2024), the first contracts with companies in Barueri began, as well as suspicious expropriations and the creation of companies such as Fortis Hamati. In 2024, the election year, it was possible to redirect resources to support local candidacies,” the police say.
Investigators also say in the document that in 2025, with Quan Berto elected, the same agents and contracts were maintained, including continued multimillion-dollar forfeitures with companies at the heart of the business.
What Cajamar City Council says
The city of Cajamar stated, in a memorandum, that there is no official accusation against public officials or former directors and that part of the aforementioned facts had previously been the subject of analysis in previous proceedings, having been archived by the Public Prosecutor’s Office due to the lack of elements indicating irregularities.
“It should be noted that the aforementioned action is currently in the investigation phase, without any formal accusation against public officials or former directors. All information provided stems from the complaints received, and does not represent a conclusion or attribution of authorship on the part of the Civil Police or the Public Prosecutor’s Office,” it reads.
He adds that the case is being handled under judicial secrecy, “as determined by the Public Prosecution itself, specifically to preserve the integrity of the investigations and avoid unnecessary explanations or disclosures during the first stage of the procedure.”
“All recruitment, appointments and investments carried out by the municipal administration strictly follow current legislation and remain fully available to the monitoring bodies,” the text says.
He concluded that the municipality is “committed to transparency, legitimacy and institutional cooperation, and remains at the disposal of the competent authorities to provide all necessary clarifications.”
What does Danilo Joan say?
In conversation with capitals, Danilo Juan denied the accusations that are being investigated, and this part of the complaints has already been archived by the courts. He claims that the motive behind these accusations is political and that opponents made them because he is a pre-candidate in next year’s elections.
The former mayor also said the person responsible for the allegations has an accomplice who has already served eight months in prison for extortion. Joanne also claimed that the city council’s contracts and accounts for the years 2019 to 2023 were approved by the state Audit Bureau. He also says he has not been the target of any lawsuits since leaving City Hall.
The report questioned Fortis Hamati and its partner Gabriel Alves Ferreira, as well as the Cajamar City Council, but received no response. The field remains open for demonstrations.
