
The Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, held in October in Beijing, approved proposals for formulating the 15th Five-Year Plan, which will outline the country’s economic and social development project for the period 2026-2030. This decision shows China’s firm conviction in deepening the high-level reform, good development and opening-up policies it has implemented in recent years. While sending a clear signal to the world about the possibility of finding new joint opportunities, in a scenario of cooperation and joint growth.
China offers the world a huge open market. Its contribution to global economic growth today remains around 30%, while its contribution to the global development of the manufacturing industry already exceeds this indicator. With a middle class of 400 million people, it has become the second largest import and consumption market in the world. A total of 4,108 foreign enterprises from 155 countries, regions and international organizations have just participated in the 8th China International Import Expo, representing an important vote of confidence in the Chinese market.
In the next five years, China will deepen the opening-up process, proactively align with international trade and economic standards, and continuously expand market access. High-quality cooperation under the Belt and Road Initiative will push economic globalization towards greater openness, inclusiveness, balance and mutual benefit.
China offers a broad platform for innovation. Its R&D level has reached 2.68%, which exceeds the average of European Union countries, with the total number of employees ranking first in the world. For five consecutive years, it has been the world leader in international patent applications and in the number of articles published in top-ranking journals. Its overall capacity for innovation is among the top 10 countries on the planet, with continued advances in artificial intelligence, quantum technology, human robotics development, biomedicine, and brain-computer interfaces.
In the next five years, China will accelerate the process of high-level scientific and technological self-enhancement, lead the development of new high-quality production forces, and promote progress in key technologies such as integrated circuits, industrial machines, and advanced tools. Likewise, it will comprehensively implement artificial intelligence-based industrial empowerment, with abundant resources and broad perspectives for technological and industrial innovation around the world.
China offers the world opportunities for green growth. As we celebrate the 10th anniversary of the Paris Agreement this year, China has achieved significant results in implementing its 2030 NDCs, achieving carbon reduction targets, increasing installed renewable energy capacity and increasing the size of forest reserves ahead of schedule. Along these lines, China has the world’s largest renewable energy system and the most complete new energy industrial chain, with green areas accounting for 25% of the global total.
During the period 2026-2030, there will be a significant strengthening of the “Beautiful China” initiative, with a commitment to achieving peak emissions and carbon neutrality targets, as well as strengthening cooperation in green energy projects and supporting the free trade of high-quality green technologies and products. The goal will be to create new growth opportunities – globally – for green and low-carbon industry.
In this comprehensive landscape, China’s demand for Argentina’s main export products has grown steadily in recent years, and in return, the interest of Argentine citizens in the Chinese market has also registered a notable increase. This greater attraction has been proven, among other activities, in the record levels of participation of Argentines recorded in events such as the China International Import Expo or the Canton Fair.
While a direct flight between the two countries is about to open, China has included Argentina among the list of countries benefiting from the unilateral visa exemption policy. This not only shows China’s determination to expand its high-level opening-up, but also heralds broad prospects for deepening bilateral cooperation. Looking to the future, China welcomes representatives of all sectors of Argentina and invites them to make the most of today’s opportunities for greater development, with the lasting conviction of strengthening relations, working together and writing new chapters of win-win cooperation.
