The green wave returns to the streets of Brazil and he repeats: Children are neither mothers nor wives. Actions against PDL took place in at least ten capitals on Tuesday 11/11, including Rio de Janeiro, São Paulo, Belo Horizonte, Recife, Porto Alegre, Belém and Brasilia, where the Brazilian Center for Health Studies (CEPES) accompanied the demonstration.
Legislative Decree Project 3/2025, approved by the House of Representatives, aims to suspend Resolution 258/2024 of the National Council for the Rights of Children and Adolescents (Conanda), which sets out the flows and guidelines for the care of girls and adolescents who are victims of sexual violence. The dispute is now in the Senate.
“Congress retreats from an apparent political blackmail that ignores the health and rights of abused children and adolescents. Once again it makes women’s bodies the object of manipulation with ridiculous values that endanger the lives of girls and adolescents,” says Ana Costa, Executive Director of the Brazilian Center for Health Studies (CEPES).
Brazil recorded 87,545 rape cases in 2024, the Brazilian Public Security Yearbook reveals. The majority of victims are up to 13 years old and are black, poor, and victims of known abusers or family members. A study conducted by the Patricia Galvão Institute, in partnership with the Locomotiva Institute, reveals that six out of ten Brazilians know a girl under the age of 13 who has been subjected to sexual violence, but 60% of these victims have never told anyone what happened.
“We denounced that the lack of services to help terminate pregnancies imposes unfair vulnerabilities and inequalities on girls throughout Brazil,” recalls the doctor. Cebes is one of the authors of ADPF 989, which seeks to ensure safe abortion care in cases where legislation already provides for it.
“It is time to move forward and ensure access to legal abortion services in all possible cities, and not to go backwards. Punishing girls and adolescent girls harms democracy and violates the universal right to health guaranteed by the Constitution,” he declared.
In 2024, public pressure was necessary to stop the usurping PL. The message of the protests was direct: Brazil will not accept setbacks that endanger the lives and dignity of girls and adolescents who are victims of violence.

Brazil ranks fourth in the ranking of child marriage, in absolute numbers, according to research conducted by the United Nations Children’s Fund (UNICEF). The IBGE census shows that 34,000 Brazilian children between the ages of 10 and 14 live in a marital union. Many of these “marriages” occur after pregnancies resulting from rape.
More than 232,000 births of girls up to the age of 14 were recorded between 2013 and 2023 in Brazil. These are the cases of child pregnancies, resulting from the rape of a vulnerable person, that the PDL intends to naturalise. In 2023, only 154 girls across the country have access to a legal abortion. The Konanda decision, approved in December 2024, sets out a flow of services, seeking to guarantee the right to help and avoid re-victimization.
