“I explain: To access the fund, the states will have to adhere to the National Public Security Plan and this plan will be created by a National Council, which will be appointed by exclusive decision of the Minister of Public Security. It does not seem healthy to me that the public security challenges in Brazil are the same. Does the state of Amazonas face the same challenges as the state of São Paulo?”, he asked.
According to Duret, No matter how “best” the intentions of the federal government are, it does not seem possible to establish a single guideline for all of Brazil. “More than that, there is no respect for the autonomy and public policies established by governors and public security secretaries.”

According to Derrett, the federal government has not set a deadline for the establishment of the bank by the states, which he included in his new report, on the establishment of this bank. “But you don’t need the PEC for that,” he says. “You need leadership.
