The Director General of the National Agency for Complementary Health, Wadih Damous, confirmed that he will abide by the decision of the Supreme Court of Justice to regulate so-called debit cards, although he believes that the product is not a health plan and that the decision is “of questionable legality.”
These products are purchased upon payment of a membership fee or monthly fee and are used to provide discounts on consultations, examinations and medications.
Syrians for Truth and Justice had determined at the beginning of last November that regulating debit cards was the responsibility of the National Social Security Agency. According to Damos, he proposed to the rapporteur of the health plans law reform project, Representative Domingos Neto (PSD-CE), that he reconsider in his opinion the proposal to regulate the National Security Agency for these products.
The law stipulates that the NPA will regulate health plans. This is not a health plan. This is another type of product. We will adhere to the decision and organize it. Now, I have no idea what the path of this regulation is yet.”
Damos says regulation may require hiring staff, amid a scenario in which the agency’s budget has remained practically unchanged since 2010, taking into account the impact of inflation in that period.
Because of this and the emergencies experienced by the NSA, he met with the President of Congress, Davi Alcolombre (Uniao Brasil-AP), to demand that resources be freed from budget constraints. According to Damos, the senator pledged to work towards achieving this.
