Despite being convicted of raping four children and being placed on Interpol’s red list, 63-year-old former civil police officer Gelacio Franco Filho continues to receive his salary from the Goiás government.
According to data from the Transparency Portal of the State of Goiás, the delegate received a total of R$17.2 thousand in October 2025, with a net R$9,866.14 deposited into his account. The payment was made by the Civil Police of Goiás (PCGO), an entity linked to the State Public Security Secretariat (SSP-GO).
The former police officer was arrested on Friday (11/7) in the rural area of Petrolina de Goias during a joint operation carried out by the civil and military police. He was a fugitive from justice and was listed on Interpol’s red list, which includes the world’s most wanted criminals.

The court sentenced Gelasieu to 13 years and 6 months in prison for raping children in Goiânia. The victims included his granddaughter, niece, stepdaughter and a neighbour.
Investigations showed that the former police officer took advantage of the family’s trust and daily interaction to commit the assault, which was repeated for several years. After his eventual conviction, he escaped and became internationally wanted.
The Civil Police of Goiás (PCGO) informed in a statement that Gelacio cannot be expelled from the company since he is retired. In this case, the only possible sanction is cancellation of retirement – which can only happen after the ruling has become final (when no further appeal is possible) and through an administrative disciplinary process (PAD). These steps, according to the company, can take months or even years.
