
Juliana Andrea Guerrero has been officially listed as a beneficiary of the Higher Education Funds, Icetex confirmed in a recent statement.
The entity determined that Guerrero accessed the Special Educational Credit Fund for Black Communities (Fececn), a program that grants 100% forgivable credits to members of the Black, Afro-Colombian, Raizal and Palenquera communities, with the aim of facilitating their entry into higher education.
Icetex explained that Guerrero applied to Fececn during the 2020-2 call, to meet specific requirements.
His application was aimed at supporting the aim of obtaining a degree in Public Accounting at the Popular University of Cesar.

This benefit includes funding for up to eight academic terms, although Guerrero received payments for four terms, between the second semester of 2020 and the first semester of 2022.
Each of these payments corresponds to an amount equivalent to three current statutory monthly minimum wages (Smmlv) for each period.
The authority explained that this funding has nothing to do with any academic program affiliated with the San Jose Foundation, and therefore denied the publications that linked the benefit to the aforementioned institution.

The disbursement process was halted as of the second half of 2022, as Guerrero did not renew its request for the following periods. For this reason, Icetex has not made any new payments since then.
Currently, Icetex reports that the National Advisory Board of Fececn has approved extraordinary measures for the exemption and renewal of credits.
These provisions benefit those who, like Guerrero, have suspended their training for more than three academic periods.
The period for benefiting from these procedures extends from June 16 to December 16, 2025. During this period, the Fund will not initiate procedures for collecting existing obligations.
Guerrero is among 10,090 potential beneficiaries who can request to replenish their credit under these exceptional circumstances.

Once the period of extraordinary measures has ended, Icetex will resume regular wallet redemption, in accordance with its operating regulations and collection policy. Until then, the entity has not initiated any collection action with respect to the payments made to Guerrero.
Icetex reiterated the importance of disseminating honest and responsible information about its programs and services, and urged citizens to consult official channels to obtain accurate data on the benefits that accompany educational projects for Colombians.
Educational authorities in Colombia have begun an administrative process to investigate the San José University Foundation and its legal representatives, after discovering possible irregularities in the delivery of university degrees.
In the middle of this action, Congresswoman Jennifer Pedraza filed a guardianship against the Ministry of Education with the aim of obtaining information about the scope of the investigation involving the San José Foundation and Juliana Guerrero, who was nominated by the Petro government to the position of Deputy Secretary of the Ministry of Equality.

Pedraza questioned the ministry’s lack of transparency, and expressed: “What is the ministry hiding? Well, besides its silence regarding the appointment of Juliana Guerrero to the Supreme Council of the Popular University of Cesar.”
The representative, a member of the First Committee of the House of Representatives, denounced the Ministry’s failure to respond to its official requests, and criticized the insufficient inspection and monitoring work. Pedraza said in his X account: “Will it be possible to get information from San Jose without going through a judge? I had to file another guardianship, this time against @Mineducacion, to find out what would be investigated regarding San Jose.”.
The file in question indicates that Juliana Guerrero would have obtained at least two university degrees without meeting the requirements set by Colombian higher education legislation. Pedraza said in custody that after sending the right to petition through official virtual channels, he did not receive a response regarding the investigation from the San Jose and Guerrero University Foundation.
