Pensioners and pensioners of the National Institute of Social Security (INSS) who wish to object to unjustified deductions on their benefits will have another three months to register the application through the official channels of the Institute. The deadline, which was to end on Friday (14), has been extended to February 14.
The announcement was made on Monday (10) by Federal Representative Paolo Pimenta (PT-RS) during his testimony before the INSS CPI and was later reinforced by the Minister of Social Security, Lenny Quiroz, on social media.
According to the National Institute of Statistics, since the opening of the system in May, 5.9 million complaints have been registered by beneficiaries who did not recognize the discounts offered by trade union entities.
The dispute is the first step to ensuring the return of the amounts unlawfully collected. After this stage, the insured may or may not join the agreement – the deadline for this second stage remains open.
The dispute can be registered through three channels: on My INSS (app or website), in the “Consultation on discounts from trade union entities” service; via Central 135, free Monday through Saturday, 7 a.m. to 10 p.m.; Or in person at the post office, which provides service in more than 5,000 branches.
In the application, by clicking on “I did not authorize the discount,” the beneficiary registers the dispute, and the entity has up to 15 business days to respond. If you do not submit a response, the system automatically opens an option for retirees and pensioners to sign up for a repayment agreement.
According to INSS, the government has so far returned R$2.4 billion to 3.6 million retirees and retirees, representing 75.3% of the total number of beneficiaries able to adhere to the repayment agreement (4.7 million in total). Payment is made directly into the Inflation-Adjusted Benefit Account (IPCA).
Compliance with the agreement is mandatory for anyone who wishes to receive amounts administratively, directly into the account in which he receives his retirement or pension, without the need to go to court.
Payment is made in full, but on the condition that any legal action against INSS is withdrawn with a request for compensation for moral damages or a refund of the money twice. However, it will still be possible to take legal action against the entity that made the deduction.
The amount to be received can be consulted before joining, either through the Meu INSS app, website or in person at the post office. Signing the agreement is free and does not require sending documents and must be done exclusively through these two channels.
Who can join the agreement?

Beneficiaries who have disputed undeserved discounts and have not received a response from the facility within 15 business days;

Who received an irregular response from the entity such as forged signatures or audio recordings instead of correct receipts;

Those who received discounts between March 2020 and March 2025;

Beneficiaries of legal proceedings, as long as they have not yet received the amounts (in this case, it is necessary to withdraw from the proceeding to comply with the agreement).
INSS will pay 5% of legal fees in individual claims filed before April 23, 2025.

Go to Consult Orders and click Fulfill Requirements on each order (if there is more than one);

How do I request a return for unresolved discounts?

INSS warns policyholders to be vigilant about fraud during this period. The Institute does not send links, text messages, or messages requesting data. Moreover, it does not charge fees or require intermediaries.
