
Investigated for alleged involvement in a billion-dollar scheme for undeserved rebates against retirees of the National Institute of Social Security (INSS), former Social Security Secretary José Carlos Oliveira, now called Ahmed Mohamed Oliveira, retired on October 6 by the Directorate of Personnel Management, headed at that time on an interim basis by Evelyn Barreto Leitao, sister of Fortaleza’s mayor, Evandro Leitao (PT).
One month after Oliveira was granted voluntary retirement, Evelyn was appointed Director of the Department, under an order signed by the Minister of the Civil House, Rui Costa (PT). The change occurred during the holiday of the Institute’s President, Gilberto Waller, and was made by the agency’s alternate head, Lea Bracey, who was empowered within the Institute by the Minister of Social Security, Lenny Quiroz (PDT).

He added: “But the CGU has already opened a lawsuit against him, which is an administrative process. I will request studies by INSS to suspend his pension, because he wants to avoid punishment, but he wants to continue receiving his pension afterward, the pension that he stole from millions of Brazilian men and women, or helped to steal.”
Who is Jose Carlos Oliveira?
- Former Social Security Minister José Carlos Oliveira, who changed his name to Ahmed Mohamed Oliveira after converting to Islam, has worked at the institute since 1985. Before becoming a minister in Jair Bolsonaro’s government, Oliveira was president of the institute and supervisor of the body in São Paulo.
- Since the 1990s, Oliveira has had political connections, previously with the Popular Liberation League. Today he is a member of the Social Democratic Party and is running for councilor of São Paulo in the 2024 elections.
- Oliveira was also director of benefits at INSS, the department responsible for signing agreements that allow entities to make bonding discounts. During his time on the Board of Directors, he signed agreements with three associations.
- After that, Oliveira became president of the body, where 17 associations signed a technical cooperation agreement with the institute. Most of the agreements were signed by his successor, Edson Akio Yamada, a partner of Oliveira in a consulting firm.
