Regarding urban and rural property taxes, Girard noted that the tax burden will not increase. “With regard to the year 2024 (the last approved financial and tax law), we have not introduced changes in the tables or rates,” Girard explained, at a conference led by the Minister of Government, “The same theoretical tax burden of the 2024 project is the same as the tax burden contained in the 2026 project. We also do not apply a multiplier factor to the tax base, so every property will be in the same category as in 2024. “It is certain that no one will have a higher tax burden in real terms than in 2024. The fees for 80% of the real estate items will be less than P12,000, meaning an annual tax of P60,000,” Girard added.
When referring to the car tax, the director of a collection agency in Buenos Aires provided a series of examples of cars with different ratings that would pay a lower license fee. He stressed that “in some cases, it decreases by more than 50%.”
Girard said that “since there was no (tax) law last year,” they issued a car tax “on the same 2024 schedule, but with the vehicle values from November of last year,” adding to him that “the rise in the dollar caused car prices to rise a lot, and with the same 2024 schedule, many cars began paying higher rates.” He stated, “To eliminate these distortions, the number plates of three out of every four cars are reduced to their nominal value.”
“We went from a schedule of 15 to five brackets. We reduced the minimum rate from 3.64% to 1%, with the maximum rate from 5% to 4.5%,” Girard said of the car tax. He stressed that “8% of the collection came from collecting taxes on cars. Our expectations are that it will be 5%. Thus, the province falls within the large jurisdictions, as the province with the least burden on these assets.”
Gross income was the other focus that Girard emphasized. “You will read many articles in the press that say the tax pressure in the province is so high because the rates are the highest in the country, but 85% pay taxes in systems with the lowest rates,” he highlighted in this section of his presentation.
The head of the ARBA stated that gross income rates will not be adjusted and that, unlike the approved tax project for 2024, “an exceptional advance will not be applied to large, highly concentrated taxpayers.”
“We will maintain the scheme of reduced and increased rates. This means that companies with lower invoice amounts pay a lower rate than in the general system. We will update the sections by 40% and this benefits 46,000 small and medium businesses that will pay reduced rates. 85% of gross income taxpayers pay reduced rates,” Girard stressed.
