Shortly before his execution in Praia Grande, on the coast of São Paulo, former delegate general of the civil police and then municipal administrative secretary Rui Ferraz Fuentes walked through the corridors of the port city’s city hall as on any other working day.
Nothing, according to the statements recorded in the operation, indicated any change in his behavior or the behavior of those who encountered his routine that afternoon. What was inside the building was administrative silence. Once there, an action was being prepared that would result in the murder of the well-known former police officer in the Civil Police for his actions against the Primeiro Comando da Capital (PCC).
At 6:13 p.m., Wellington De Mello Mota, a sanitation employee, finished his shift and left the building. Minutes ago, he passed by Roy, who did not welcome him. The servant explained that this was “the habit of the victim,” and therefore he was not surprised.

This was the last note recorded inside City Hall before the attack. Then Wellington went down the slope, left, and never saw the secretary again. Three minutes later, at 6:16 p.m., the ambush occurred.
Ruy Ferraz Fontes was chased by riflemen carrying military weapons, and was shot shortly after losing control of his car and colliding with two buses. The killers’ actions were recorded on video (Watch below).
Gunshots outside City Hall
The first break in the routine came through sound. Ronaldo Muñiz de Lima Souza, Undersecretary of Urban Planning, said he heard people screaming for everyone to go back inside “as there were gunshots” outside City Hall.
He was inside the building when he heard the commotion, even before he knew it was an attack targeting the municipal government secretary.
The operation also reveals that other employees – such as those of the Sub-Secretariat for Planning and Budget Control – were also at City Hall at the time, carrying out administrative tasks that had no direct relationship with the Municipal Secretary.
These testimonials, a matrix, paint a picture of the City Council functioning normally, with no obvious sign of prior tension.

A reconstruction of Roy’s final hours at City Hall, extracted from excerpts from the operation, reveals a stark contrast between the internal environment and the external outcome. Inside, there were silent hallways, servers finishing their work, and people preparing to leave. Outside, according to the Civil Police, those responsible for the execution that would be attributed to the ACC were already in place.
The bureaucratic normality recorded in this process shows that until Roy’s last steps inside City Hall, no one noticed anything out of place.
Learn about those accused in the death of Roy Ferraz:
- Sales of Paulo Henrique Caetano, known as PH: He was one of the shooters and carried out what is called “restraint” and prevented others from approaching. He arrived at the crime scene in a black Hilux car. He was arrested on October 24.
- Luis Antonio Rodriguez de Miranda, known as Gao: He was driving the Hilux that left PH at the crime scene. He’s on the run.
- Umberto Alberto Gomez: He is the shooter who injured Roy the most with 20 rifle shots. After the crime, he fled to Parana and died in a confrontation with civil police officers on September 30.
- Rafael Marcel Dias Simões, known as Jaguar: He was named as one of the shooters and identified as a member of the Communist Congress Party, and surrendered himself to police in São Vicente, on the coast of São Paulo, on September 20.
- Marcos Augusto Rodriguez Cardoso, known as Viel: He followed the former police chief as the victim left City Hall. Viel was driving a white Logan and was the one who gave the signal for the shooters to take action. He was arrested on November 3.
- Felipe Avelino da Silva, known as Mascherano: While participating in the escape, he left the key inside the silver Renegade, preventing the group from using the vehicle to escape. He was arrested on October 6.
- Flavio Henrique Ferreira de Souza: He also participated in the escape, and was identified based on fingerprints left inside the rebel. He’s on the run.
- William Silva Marquez: The owner of a house in Praia Grande, near the site of the ambush, which was used by the criminals as an office. Know the purpose of using the property before renting it. He was arrested on September 21.
- Cristiano Alves da Silva, known as Chris Brown: Owner of a house in Mongagua, which the group also uses as a logistics centre. Know the purpose of using the property before renting it. He was arrested on October 17.
- Dahsley Oliveira Perez: The girlfriend of one of the shooters was arrested on September 18 for searching for one of the guns used in the crime at a house in Praia Grande, the day after the execution.
- Jose Neldo da Silva: Surveillance cameras recorded him arriving armed at the house in Itanheim. At the time, Umberto was covering for Alberto Gomez, who was hiding in the title. He was arrested on October 21.
- Luiz Henrique Santos Batista, better known as Favao: He helped Jaguar escape from Baixada Santista and reach Greater São Paulo, shortly after the crime. He was arrested on September 19.
- Danilo Pereira Peña, mathematician: He hired Fofão to transport Jaguar from the coast to the capital area. He was arrested on October 16.
The investigation showed that those involved in the crime were divided into two groups: the first directly participated in the killing of the former police chief, and the second supported the operation – transferring weapons, or supporting the escape.
As recorded by the surveillance camera, the criminals stopped the car they were traveling in at 6:02 p.m., on a street near Praia Grande City Hall. From there, the chase began, which ended with Roy’s car colliding with two buses and him being shot.
The final report also states that the thirteenth person involved, who would be in the back seat of the Hilux used in the crime and who would also be one of the shooters, has not yet been formally identified. But police say they already have the suspect’s name.
