Consórcio Expresso Roma, formed by Álya Construtora (formerly Queiroz Galvão) in partnership with OEC (formerly Odebrecht), submitted the best offer in the tender for the project comprising the Roberto Marinho road complex and the linear park owned by the City of São Paulo. The envelopes with offers are scheduled to be opened on Monday (17).
The contractors submitted the lowest bid at the auction, R$1.8 billion, with a 25% discount on the budgeted value of the work, which is approximately R$2.4 billion.
The project, one of the most important in the city of São Paulo, will allow the fastest connection between Avenida Roberto Marinho and Rodovia dos Imgrantes and will implement a linear park and various public facilities as well as a sewerage system in the southern area of São Paulo.
Implementation is expected to take four years, starting in early 2026.
Six consortia and only one company, Acciona, submitted bids. In August, Brazilian builders informed the South African Commission that they were considering legal action because they considered the auction rules to be restrictive, with the notice containing specific technical qualification requirements and registration criteria mainly favoring foreign builders.
But in the end, Brazilian companies operating in the infrastructure sector won.
