
The Federal Police (PF), with the support of the Comptroller General of the Federation (CGU), launched Operation Lamaçal on Tuesday (11/11) to investigate crimes of misappropriation of public funds, bid fraud and money laundering involving resources from the National Fund for Social Assistance (FNAS) allocated to the city of Lajedo (RS).
The amounts were transferred, in accordance with the political framework, after the floods of May 2024, and should be applied to emergency social assistance measures.
This action corresponds to 35 search and seizure warrants, issued by the Federal Regional Court for the Fourth District (TRF-4), as well as the hijacking of 10 vehicles and the seizure of financial assets amounting to R$ 4.5 million.

Searches were carried out in Lajedo, Mocum, Encantado, Garibaldi, Guapuri, Carlos Barbosa, São Leopoldo, Novo Hamburg and Porto Alegre, with the participation of 92 Federal Police officers and three CGU auditors.
Contracts worth R$120 million are in doubt
According to investigations, the city of Lajedo waived the bid due to the general state of disaster.
The direct recruitment of a company to provide the services of psychologists, social workers, social educators, administrative assistants and drivers could have been outsourced without consideration of the most advantageous proposal.
The contracted values will be higher than the market price, and there are indications that the operation was targeted.
The total value of the two contracts analyzed in the survey is approximately R$120 million.
Crimes investigated
Persons investigated may be held responsible for embezzlement of public funds, fraud in bids and administrative contracts, and money laundering.
The PF states that Operation Lamaçal seeks to determine the path of funds and the ultimate beneficiaries of the alleged scheme, as well as track the use of federal resources allocated for emergency social measures.
