
Twenty-two entities representing civil and military police officers from São Paulo have decided to organize a protest next week against the administration of Governor Tarcisio de Freitas (Republicans) and licensed Public Security Secretary Guilherme Dirit (Popular Party). The group accuses the authorities of “neglecting” the groups and not fulfilling a series of promises it made during the election campaign and the government.
The event is scheduled to take place next Tuesday, November 18, in Largo São Francisco, in the central region of the capital, at two in the afternoon.
In the case of the civilian police, the most sensitive requirement is the delay in submitting the draft new organic law. For Andre Santos Pereira, president of the São Paulo State Delegates Association and coordinator of the Resiste-PC Forum, Dirit “lied” when he said he would send the text to the Legislative Assembly. In the past two years, the topic has been discussed in working groups, without direct participation from the group.
“There are now only a few days left until the Legislative Assembly finishes its work,” Andre Santos said. “Your Excellency did not send our basic law to Alisp, let alone discuss a concrete project with us. You promised, you did not deliver, you lied.” The delegate added in an interview with, “It started and did not end. It is incompetence.” Capitals.
In the case of military police, the fee is for a written adjustment of class. “The inflation that affects the soldier also affects the colonel,” says veteran Aurelio Jimenez, president of the Association of Military Police Officers of São Paulo (ASPRASAS). “There were many promises (from the secretary), as if he was the Messiah, the savior. But things are like this.”
The protest should take place while Minister Guilherme Diret is on leave from office to report to the House of Representatives on the anti-factionalism bill proposed by the federal government. So far, four versions of the text have been presented, arousing the dissatisfaction of the opposition and allies.
Derrett even suggested that the state authorities should be informed about the possible opening of investigations by the federal police, which was strongly criticized and forced the parliamentarian to back down.

“The security minister should integrate the security forces, not divide them,” says Jimenez. “Whether military, civilian or federal police.”
Organic law
The current Basic Law of the Civil Police has been in force since 1979. The new legislation proposal aims to modernize the rules of the institution, while restructuring the professional plan, adjusting salaries, regulating working hours, health, pensions, and defending job privileges.
In November 2023, President Luiz Inacio Lula da Silva (Workers’ Party) approved the National Organic Law of the Civilian Police, unifying rules on the rights, duties and guarantees of the class in the states. While the legislation has been updated in other states, there has been no change in São Paulo.
Entities associated with the civilian police claim that this category has been excluded from the discussion. On January 9, Tarcisio de Freitas announced, in a publication in the Official Gazette, that it was up to retired Military Police Colonel Paulo Macolivicius Ferreira to lead discussions on the Basic Law.
In the face of the negative repercussions, a change occurred, and Private Fred Seale, a colonel in the Army Reserve, was chosen, and the group was left without representatives of the civilian police.
“Our Civil Police deserves a modern organic law,” says Andre Santos Pereira. “The current law dates back to 1979; it deserves recognition, with a readjustment and a professional plan, which actually includes these dedicated professionals responsible for ensuring our public security.”
“You were here in the Delegate Assembly in the 2022 campaign, listening to the needs of civilian police, and you left here with the campaign narrative of asking over 45,000 police officers, including active and retired, to vote. Once again, you promised, you did not deliver, you lied!”
