
The plan that US negotiators presented to Ukrainian President Volodymyr Zelensky on Thursday to end the war with Russia includes, among other points, handing over the Donetsk and Luhansk regions to Moscow and reintegrating Russia into the G8, the group from which it was expelled in 2014. This is what a copy of the text revised by Agence France-Presse, published on Friday, shows.

The White House’s main spokeswoman, Carolyn Levitt, said in a press conference on Thursday that the conditions were reached through secret dialogues in which President Donald Trump’s special envoy, Steve Witkoff, and US Secretary of State, Marco Rubio, participated.
Ukrainian President Volodymyr Zelensky said he hopes to discuss the plan with Trump in the coming days. After an initial meeting on Friday with European leaders, the allies rejected some central points of the US proposal – although, at the diplomatic level, they made positive gestures towards the US initiative.
Sources in the White House interviewed by Reuters said that Trump wants to review the list of 28 points that Zelensky signed by next Thursday.
These are the 28 points of the plan, according to the draft seen and translated by Agence France-Presse:
- Ukraine’s sovereignty will be confirmed.
- A global non-aggression pact will be concluded between Russia, Ukraine and Europe. All the mysteries of the past thirty years will be considered solved.
- It is expected that Russia will not invade neighboring countries and NATO will not expand further.
- Dialogue between Russia and NATO will be maintained, mediated by the United States, to resolve all security issues and create conditions for de-escalation.
- Ukraine will receive reliable security guarantees.
- The size of the Ukrainian armed forces will be limited to 600,000 men.
- Ukraine agrees to include in its constitution that it will not join NATO, and NATO agrees to include in its statute a clause stating that Ukraine will not be admitted in the future.
- NATO agrees not to deploy troops in Ukraine.
- European combat aircraft will remain based in Poland.
- The United States will receive compensation in exchange for security guarantees.
- If Ukraine invades Russia, it will lose its guarantee. If Russia invades Ukraine, in addition to a coordinated and determined military response, all global sanctions will be reimposed, recognition of the new territories will be revoked, and all other benefits of this agreement will be negated. If Ukraine fires a missile at Moscow or St. Petersburg without reason, the security guarantee will be considered invalid.
- A robust global package of measures to rebuild Ukraine, including establishing the Ukraine Development Fund, rebuilding Ukraine’s gas infrastructure, rehabilitating war-torn areas, developing new infrastructure, and resuming the extraction of mineral and natural resources, all under a special financing package developed by the World Bank.
- Russia will once again become part of the global economy, through talks on lifting sanctions, reintegrating into the G8, and signing a long-term economic cooperation agreement with the United States.
- $100 billion (533 billion Brazilian reals) in frozen Russian assets will be invested in US-led initiatives to rebuild and invest in Ukraine, with the United States receiving 50% of the profits from this operation. Europe will add $100 billion to increase the amount available for investment in the reconstruction process in Ukraine. The frozen European funds will be unfrozen, and the rest of the frozen Russian funds will be invested in another Russian-American investment vehicle.
- A joint Russian-American working group on security issues will be established to promote and ensure compliance with all provisions of this agreement.
- Russia will include in its legislation a policy of non-aggression towards Europe and Ukraine.
- The United States and Russia will agree to extend the validity of treaties related to non-proliferation and nuclear arms control, including START 1.
- Ukraine agrees to be a non-nuclear state in accordance with the Treaty on the Non-Proliferation of Nuclear Weapons.
- The Zaporizhzhya nuclear power plant will be reactivated under the supervision of the International Atomic Energy Agency, and the electricity produced will be distributed equally between Russia and Ukraine.
- Both countries are committed to implementing educational programs in schools and the community aimed at promoting understanding and tolerance.
- Crimea, Luhansk and Donetsk will be de facto recognized as Russian regions, including by the United States. Kherson and Zaporizhia will remain frozen on the contact line, which means the actual recognition of this contact line. Russia will give up the other agreed-upon areas it controls outside the five regions. Ukrainian forces will withdraw from the part of Donetsk region they currently control, which will later be used to create a buffer zone.
- After agreeing on future regional arrangements, the Russian Federation and Ukraine commit not to change these provisions by force. No security guarantee will apply in the event of breach of this undertaking.
- Russia will not prevent Ukraine from using the Dnieper River for its commercial activities, and agreements will be reached on free transportation of grain in the Black Sea.
- A humanitarian committee will be established to resolve issues related to prisoner exchanges and the return of human remains, hostages and detained civilians, and a family reunification program will be implemented.
- Ukraine will hold elections within 100 days.
- All parties involved in this conflict will receive full amnesty for their actions during the war and agree not to file any complaints or entertain any complaints in the future.
- This agreement will be legally binding. The Peace Council, led by US President Donald Trump, will be responsible for supervising its implementation. Penalties will be imposed in the event of a violation.
- Once all parties accept this memorandum, the ceasefire will enter into force as soon as the two parties withdraw to the agreed upon points to begin implementing the agreement.
