Minister Alexandre de Moraes, of the Federal Supreme Court (STF), in a decision issued last Friday (14/11), allowed the transfer of Ronnie Lisa, accused in the deaths of Mariel Franco and Anderson Gomez, to the fourth prison of the Federal District, in Brasilia.
He is currently serving a prison sentence of 78 years and 9 months in Tremembe 2 prison, located inside São Paulo, known as the “Famous Prison”. The prison unit houses prisoners accused of high-profile crimes or those who may be exposed to danger when interacting with other inmates.
Since June 20, Lessa has been detained in prison No. 1 of the Tremembe complex, where he was sent by order of Minister Alexandre de Moraes. The prison is controlled by the First Capital Command (PCC) and is overcrowded.

The unit has 1,278 places and houses 1,943 prisoners, a very different situation from P2, which has a capacity of 348 people and houses 246 prisoners.
Lissa’s defense states that his stay in P1 in Tremembé does not constitute compliance with his plea agreement, meaning he is subject to conditions similar to those he found in federal prison.
In the petition, lawyer Saulo Carvalho, who represents Lisa, stated that the P2 in Tremembe had already harbored “several former police officers accused of participating in extermination groups.”
“P1 in Tremembe is considered maximum security, meaning that the conditions there are, in theory, similar to what the employee experienced in the federal prison in Campo Grande/MS, and he even found himself in a tougher situation,” Saulo says.
The lawyer adds: “The situation is more strict because the employee remains completely isolated from social life and physical contact with his family, who will have to see him through a glass wall, divided by a protective mesh, and communicate through an intercom in the hall.”
Ronnie Lisa arrested
Ronnie Lisa has been in prison since 2019. He spent most of his time in the federal system that targets faction leaders and the most dangerous criminals. Due to maximum security, the units keep inmates isolated and under intense surveillance.
In 2023, after passing through Mossoro (RN), Porto Velho (RO) and Campo Grande (MS), Roni Lisa negotiated an award-winning cooperation agreement with the Federal Police (PF). In exchange for a reduced sentence, he agreed to confess to killing Mariel, detail the planning of the crime and inform the perpetrators.
The agreement stipulating the transfer to São Paulo, with the aim of bringing Lisa closer to her family, does not specify the prison unit to which Lisa should be transferred. The decision rests with the Public Security Secretariat. The Ministry learned that the P2 center in Tremembe did not have a structure to monitor Lisa 24 hours a day, as specified.
“Greetings” from PCC
Once Lisa was transferred to the São Paulo prison system, the São Paulo State Prison System Employees Union (Sifuspesp) said it received an email condemning the PCC’s alleged “rescue” of the murder of militia member Ronnie Lisa.
In the email, the complainant states that the order could have been intercepted by “kites,” as inmates call messages sent by way of notes. The text says: “The ‘Plane’ asked the Chain (PCC member in charge of the unit’s platoons) to ‘Bunded’ (move), because he didn’t want to kill this one in his chest.”

The whistleblower reported that Lisa, as a former military police officer and militia-linked officer, is a “sworn enemy” of the Chinese Communist Party. According to the text, the unit’s inmates “were charged with his murder.”

The militiaman denounced the brothers Chiquinho and Domingos Brazão, who are federal deputies and advisors to the Court of Auditors of the state of Rio de Janeiro, respectively. They both deny involvement in the advisor’s death.
The gunman also told police that the motive for killing Mariel was a million-dollar scheme involving secret subdivisions in the western region of Rio. Among the militia members, the advisor was considered an obstacle to criminal action.
The petition was approved by the Federal Supreme Court (STF). Through it, Rooney received the benefits of spending 18 years in prison in a closed system, starting with his arrest, and serving time in the state system.

The government of Tarcisio de Freitas (Republic) opposed the transfer of Ronnie Lisa to the São Paulo prison. In its opinion, the Secretariat of Prison Administration (SAP) stated that the Tremembe Prison Complex, known for receiving people convicted of high-profile crimes, did not have maximum security.
In addition to the murders of Mariel and Anderson, the militiaman has already been investigated for his involvement in gambling, international arms trafficking and other murders.
