
The plan presented by the United States to Ukraine includes 28 specific points, including ceding the eastern regions of Donetsk and Luhansk to Moscow, reducing its army and the impossibility of joining NATO, among other things.

10. The United States will receive compensation in exchange for security guarantees. If Ukraine invades Russia, it will lose the guarantee. If Russia invades Ukraine, in addition to a strong, coordinated military response, all global sanctions will be reimposed, recognition of the new territories and all other benefits of this agreement will be cancelled. If Ukraine fires a missile at Moscow or St. Petersburg without any reason, the security guarantee will be considered invalid.
11. Ukraine is eligible for EU membership and will benefit from short-term preferential access to the European market while this issue is studied.

Russia will once again be part of the global economy, through talks on lifting sanctions, reintegrating into the G8, and signing a long-term economic cooperation agreement with the United States.
$100 billion of frozen Russian assets will be invested in and invested in US-led efforts to rebuild and invest in Ukraine, with the US receiving 50% of the profits from the operation. Europe will add $100 billion to increase the amount of investment available for the reconstruction of Ukraine. The frozen European funds will be unfrozen, and the rest of the frozen Russian funds will be invested in another Russian-American investment vehicle.
15. A joint Russian-American working group on security issues will be established to promote and ensure compliance with all provisions of this agreement.

18. Ukraine agrees to be a non-nuclear state in accordance with the Treaty on the Non-Proliferation of Nuclear Weapons.
19. The Zaporizhzhya nuclear power plant will be reactivated under the supervision of the International Atomic Energy Agency, and the electricity produced will be distributed equally between Russia and Ukraine.
20. Both countries commit to implementing educational programs in schools and the community aimed at promoting understanding and tolerance.
21. Crimea, Luhansk and Donetsk will be de facto recognized as Russian states, even by the United States. Kherson and Zaporizhia will be frozen on the line of contact, which will necessitate the actual recognition of this line of contact. Russia will give up the other agreed-upon areas it controls outside the five regions. Ukrainian forces will withdraw from the part of the Donetsk region they currently control, which will then be used to create a buffer zone.
22. After agreeing on future regional arrangements, the Russian Federation and Ukraine undertake not to change those arrangements by force. No security guarantee will apply in the event of breach of this obligation.
23. Russia will not prevent Ukraine from using the Dnieper River for its commercial activities and agreements will be reached on free transportation of grain in the Black Sea.
24. A humanitarian committee will be established to resolve the issue of prisoner exchange and the return of remains, hostages and detained civilians, and a family reunification program will be established.
25 Ukraine will hold elections in 100 days.
26. All parties involved in this conflict will receive full amnesty for their actions during the war and agree not to make any claims or entertain any complaints in the future.
27 This agreement will be legally binding. The Peace Council, led by US President Donald Trump, will be responsible for supervising its implementation. Penalties will be imposed if violated.
28. Once all parties accept this memorandum, the ceasefire will enter into force as soon as the parties withdraw to the agreed points to begin implementing the agreement.
