The city council decides not to renew contracts for day care centers suspected of embezzling public resources

This Monday, the Municipal Education Department published in the Official Gazette a notification stating that it will not renew the ten contracts it holds with the units of the Deus é Fiel and Cem Creche Escola Machado community day care centres, which provide about 2,600 places for children in the western area of ​​the city. The partnerships end in December. At the beginning of the month, the fraud office carried out operations to execute search and seizure warrants on addresses linked to councilor Gigi Castilho (Republican), who was already part of the management of daycare centers.

Under the agreements, the entities receive R$780 for each child served. Since 2019, total remittances will exceed R$64 million. All contracts concluded between the city council and the entities on the 30th, but the partnership expects to maintain the service until the end of the year – in one agreement, for a unit in Guaratiba, the Deus é Fiel administration negotiated with the city council an extension of the contract for another year.

According to investigations, the Ministry of Education has already paid more than 64 million Brazilian reals since 2019, but the police still do not know the extent of what was transferred. What the investigations found was that the nurseries were responsible for cold invoices issued by shell companies. These companies will be controlled by relatives or political allies of the parliamentarian.

The SME stated that the current academic year in these day care centers will be completed normally. And starting next year, the children will be distributed to other institutions.

At the time, the chancellor denied these accusations in a memorandum: “I worked at Creche Comunitária Deus é Fiel as pedagogical director until March 2024. I did not assume any financial management role, nor was I responsible for the recruitment of service providers and the provision of accounts and/or payments, as I have always worked in the field of pedagogical management of the institution.”

The relationship between the daycare centers and the City Hall is the subject of an ongoing investigation conducted by the Municipal Audit Court (TCM) at the request of Councilor Pedro Duarte (Novo).
