
The Office of the Financial Controller confirmed that the General Office for Administrative and Financial Affairs in Home office OGAF chose the Antonov AN-74 aircraft model provided by the UAE company Aero Express FZE, even though the aircraft does not meet basic technical requirements, according to a report obtained by the newspaper on Wednesday. The document reveals that the OGAF selected the Antonov AN-74 without regard to prior warning from the Directorate of Police Aviation (DIRAVPOL), which indicated that the aircraft was not new, as required by technical rules, but for second use.
Despite this observation, OGAF left aside the offers of manufacturers such as Italy’s Leonardo and Brazil’s Embraer, and chose to offer Aero Express FZE, a company from the United Arab Emirates, a country that does not manufacture the Antonov AN-74 of Ukrainian origin. The award was awarded on October 31 under current Interior Minister Vicente Tiburcio.

“Mininter’s OGAF awarded the international contract (…) to a bidder that does not comply with what is required in the administrative rules, generating the risk of obtaining an aircraft that does not comply with the required technical conditions and characteristics,” notes part of the document cited by the newspaper.
The report states that Aero Express FZE requested US$63,900,000 for the Antonov AN-74, the source of which was not made clear. The monitoring body appointed an aviation engineer to evaluate the proposals and concluded that the Antonov AN-74 did not meet the technical definitions indicated in the process. According to the specialists at DIRAVPOL, this model is old and does not meet the required conditions.
“It should be noted that the Police Aviation Directorate of the National Police, in its capacity as the technical area, issued a statement in which it confirmed that the said bidder would not adhere to various points of the technical specifications,” the report said.
An aviation engineering specialist from the Controller’s Office confirmed that Aero Express FZE’s offer did not meet the required technical specifications, which demonstrates the danger of obtaining an aircraft that does not meet the required conditions.

The document revealed by the newspaper warns that this situation may limit the achievement of contract objectives and affect the transparency of the process.

The contract was awarded during the administration of the OGAF President, Ronnie Matienzo. The report notes a history of alleged irregularities at the OGAF, such as complaints from manufacturers in the procurement of weapons and bulletproof vests, and reports of anomalies in the procurement of 4×4 armored vehicles.
