After the report was published, the Public Ministry of São Paulo (MPSP) requested new measures, with a new examination of the audio recording and the preparation of a document containing the dynamics of the alleged confrontation.
In response to the request, a report issued by the Institute of Forensic Sciences on July 3 was added to the process. In a few paragraphs, the expert describes the pictures, without detailing the content of the dialogue.
“It looks like armed police officers are going in and out of somewhere, and at a certain moment a rescue team arrives and leaves with a person on a stretcher,” says José Carlos de Freitas Garcia Caldas.
The expert adds: “The sound in the file indicates the movement of the public road where the recording cameras are located (people passing by, dogs barking, etc.). It should be noted that the rectangular shape around the people in some scenes comes from the recording itself.”
There is no information on whether a new registration will be made after the MPSP request. On November 10, the investigation was extended.
“Fuck the kids”
Joao Victor was contacted in an operation carried out on July 31 last year to execute a murder warrant. Security equipment recorded the moment seven masked police officers arrived walking into a combat position on Rua Martins Soares Moreno, at 5:48pm that day.
The police went straight to the red brick building where João Victor lived, which had nothing to do with the arrest warrant. However, while two police officers were waiting on the access stairs, trying to prevent people from approaching, the other five entered the building.
What happened inside the house was not recorded on video. But the camera’s microphone was able, between 5:49 p.m. and 5:56 p.m., to capture conversations between police officers and Joao Victor, who pleaded for more than seven minutes not to be killed.
The official story is that the victim resisted the approach and fired at police.
The sound of gunfire silenced the cries for mercy. Three 7.62 caliber projectiles, capable of hitting targets 800 meters away, immediately passed through his chest. He was transferred to Sabobemba Hospital, and upon arrival he was declared dead.

Joao Victor, wanted by the courts for a robbery that allegedly occurred in 2022, was a drug addict. The situation worsened in recent years, when people started using the synthetic drug – known as K9. His father, truck driver Sergio Antonio da Silva, says the boy has since begun selling furniture and items he had at home to buy material. When COE police officers arrived, there was almost nothing in the house, which had an area of 20 square meters and two rooms.
“When he was younger, he worked hard, but thank God, he got out of that damned life. But then, he got into drugs, he was doing drugs for 3 to 4 years, a guy called K9. I tried to get him out, but I couldn’t. Unfortunately, I couldn’t get him out of that addiction,” Sergio tells Metropolis.
According to the boy’s father, there was no weapon with his son. “He was an addict,” Sergio says. “He didn’t have any weapons in his hand. Because of this addiction, he sold everything. He sold his furniture, he sold gas cylinders, stoves, refrigerators. He went out and sold them to buy more.”

As Metropolis revealed in the special report “The Politics of the Bullet,” at least 85 victims did not have a firearm, and 47 of them were shot in the back at least once. Of all these incidents, only one police officer was killed. He was accidentally shot by his colleague.
To reach 246 murders, 100 more than the previous year, military police fired 1,701 shots – 459 in incidents in which the victims were not carrying a weapon.
