Journalists invited by Roda Viva questioned Victor dos Santos about the scene that became one of the most symbolic events of the operation. According to the Minister of Security, the police planned to return to the forest area the next day to remove the bodies left there.
He added: “The plan was to return the next day, at dawn, at daylight, to identify the bodies, especially since many (of the criminals) were not neutralized at that time. They were shot and fled. At night, it is not reasonable to ask a police officer to turn on a flashlight to search for a criminal who was wounded by bullets, otherwise he will be shot. Therefore, planning was for the next day.”
The secretary explained that in operations, the police themselves must take the bodies of “every neutralized criminal”, but this was not possible on October 28. He defended, saying: “For 22 hours I was watching the picture from the drones, and there was an exchange of fire in the forest area, and I could not see anything.”
Victor dos Santos also commented on the process of recovering bodies carried out by residents. He added: “There was already a relief team for this purpose (recovering bodies). At one in the morning, we started receiving news that the bodies were being moved and placed on the street. The crime scene was no longer suitable for investigation.”
