The Rio state government on Monday launched Operation Barricada Zero, an integrated operation aimed at the daily removal of barriers erected by criminal organizations. The operation is coordinated by the Institutional Security Bureau (GSI) and involves the military police, civil police and several relevant government departments and municipal councils. The work mobilizes engineering, intelligence, infrastructure and public security teams.

“This integrated action sends a very clear message to those who insist on obstructing the population’s right to come and leave: we will no longer tolerate the erection of barricades in Rio de Janeiro. And to those who dare to reinstall these barricades, we will respond accordingly, through operations carried out by special units of the civil and military police,” declared Governor Claudio Castro.
The operation uses bulldozers, crushers, dumpers, concrete trucks, torches, saws, and specialized technical teams to remove the blockages.
The offensive begins a week after Governor Claudio Castro met, at Palacio Guanabara, with mayors and representatives of 12 municipalities to present the expanded version of the plan. During the meeting, the government detailed the strategy for the ongoing removal of the 13,604 state-identified barriers — a number that the Rio Institute of Public Security (ISP) has determined through reports, drone photos and police records, and which “may be higher,” according to Castro.

The meeting with the municipal directors was attended by the mayors Eduardo Paes (Rio), Capitão Nelson (São Gonçalo), Marcelo Delaroli (Itaborai), Dudo Reyna (Nova Iguaçu), Maroto (Mesquita), Gluco Kaiser (Quemados), Leo Vieira (São João de Mirete), Fernanda Ontiveros (Jaberi) and Márcio Canela (Belford). roxo). Representatives of Nilopolis, Duque de Caxias and Marica were present, although the mayors were absent – a movement observed behind the scenes, but not politicized by the governor.
Castro stressed that the plan follows the model implemented in Belford Roxo, praising Mayor Canela as a “pioneer” of the strategy.
— Regardless of party or political indicators, I was enthusiastic about the cooperation of the mayors. “We need everyone’s commitment,” he said.
How the process will work
Barricada Zero will be implemented with a division of responsibilities model. The state will work with heavy machinery, military and civilian police, and technical coordination. The city councils will be responsible for logistical support:
- Debris removal
- Fill the trench
- Urban rehabilitation (lighting, pruning, cleaning)
- Definition of disposal sites
Each municipality must appoint two civil servants: one from the planning area and one from the urban services. In Caxias, for example, waste will be disposed of in a municipal center that can serve other cities.
The government will provide backhoe loaders, dozers, crushers, dump trucks, concrete trucks, torches, saws, and 50 sets of demolition and cutting tools. According to Castro, the intervention will be daily until the end of the term, and any attempt at reconstruction will be responded to “the next day.”

Castro stressed that the police response would be swift and harsh:
-Every place where the barricades are restored will have a Bope and Core operation after a few days. With the city councils helping us, we will know when to start rebuilding. Then the state returns, not to remove the barrier, but rather to purify the crime.
Types of barriers found
Among the obstacles identified are:
- Graves dug by criminals
- Rubble and construction waste
- Improvised structures
- Concrete with lead iron
- Abandoned cars
Some of the most serious cases were recorded in São Gonçalo and São João de Miriti, where ditches prevent the passage of vehicles and ambulances. In the capital, there are records of barricades reaching the banks of Avenida Brasil, as in the case of Figario Giral.
The escalation led to the formulation of the plan, which comes after the massive operation in and between the Alemão complexes, three weeks ago, which ended in the killing of 121 people, and is the bloodiest in the history of Rio.
