The STF has two votes to force the government to develop a plan against institutional racism

Minister Louise Fuchs, of the Federal Supreme Court (STF), voted on Wednesday to specify that the federal government introduce a plan to combat so-called institutional racism. For Fox, it is necessary to acknowledge the unconstitutional situation in the way the black population is treated in Brazil.

He accompanied Minister Flavio Dino Fox and received two votes to zero. The trial is scheduled to resume in the plenary session of the Special Court on Thursday.

Ministers began to analyze the measure calling for recognition of the systematic violation of the fundamental rights of the black population in the country. The case was submitted to the STF by seven parties: PT, PSB, PDT, PSOL, PCdoB, Rede Sustentabilidade and PV.

Fox stated that the federal government needs to update the 2009 National Plan to Promote Racial Equality or create a new National Plan to Combat Institutional Racism. The rapporteur believes that there is “inefficiency of the Brazilian state” in guaranteeing the rights of this group:

– Declaring the unconstitutionality of the situation in overcoming historical racial inequality, and recognizing the inefficiency of the Brazilian state in guaranteeing the basic rights of the most humble, mostly black, population of our country.

This plan must contain “concrete measures” in areas such as public health and safety, food security, and measures to repair and build memory. Fox also voted for the document to contain goals and priorities that could be monitored.

Flavio Dino Fox accompanied and proposed additional measures, such as educational campaigns and strengthening the law requiring the teaching of Afro-Brazilian history and culture in schools.

Dino highlighted a recent incident in which four police officers were accused of intimidating parents and teachers at a children’s school in the western region of São Paulo. The case occurred after a child’s father, an active military police officer, became upset about his daughter’s drawing of Urquisa in an anti-racist education class.

– It’s something that bothers me. I can’t imagine what goes through the minds of people who are able to break into a school over a child’s schoolwork.
