The United Movement of Victims of Braskim (MUVB), an association representing the interests of those affected by saltpeter extraction in Maceió (AL), issued a memorandum expressing “deep indignation” towards the agreement signed on Tuesday (11) between the state of Alagoas and Braskim. The decision, which stipulates the payment of compensation in the amount of R$1.2 billion, in ten annual installments from 2030, and ends the action taken by the state government against the company, was announced as a means of repairing “all state property and extraterritorial damages” and ending the dispute over the submergence of five neighborhoods in Maceió due to the irregular extraction of saltpeter, an ore used in the manufacture of chemical products.

According to the MUVB union, the agreement between the state authority and the petrochemical company represents “a waiver of collective rights,” signed “without public debate, without transparency, and without respect for those who bear the consequences of social and environmental crime every day.”
In the text, the entity also states that the state of Alagoas “abandons the victims’ struggle for justice” by reproducing the same “exclusive” model adopted by the Maceió City Hall in previous negotiations.
“At the time, the mayor was criticized for not including those affected in the negotiations. Today, it seems that the state never disagreed with the exclusion – it just wanted equal treatment,” it reads. “You see the speck in your brother’s eye, but you do not see the plank in your own eye.”

The motion also compares previously estimated compensation values, around R$30 billion, with the announced amount: “How can damages of this magnitude be suddenly reduced to this number? What calculations justify such a concession?”
When asked about the text of the protest signed by Manchester United, Braskem did not want to take a position.

Negotiations were considered necessary to open a deal to sell the petrochemical company to the management company IG4 Capital. According to industry sources, uncertainty surrounding the environmental disaster has been the main obstacle to the company’s progress.

Braskem reported that of the R$18.1 billion previously allocated for disaster-related measures, R$13.6 billion had been paid by the third quarter of 2025. The company’s CFO, Felipe Jens, stated that the negotiations with the state do not conflict with negotiations for the sale of the company, which are being conducted by the controlling company Novonor (formerly Odebrecht) and the creditor banks.
“We are not part of these negotiations and were not present at any meeting where this topic was discussed. This is a matter that falls exclusively within Novonor’s jurisdiction,” he declared.
Despite the agreement, residents and local leaders warn that land is still sinking in other areas of the Alagoas capital.
In October, the Alagoas Public Defender’s Office and the Paco Football Federation filed a public civil suit demanding the interdiction and immediate eviction of the communities of Felix de Cima and De Baixo, located near areas that had already been evacuated. The request includes the relocation of more than 3,000 homes and compensation of R$1.7 billion for moral and material damages.
The measure is based on a technical report prepared by Brazilian and German researchers, which identified soil displacements exceeding 10 millimeters per year – twice the safety limit approved by Civil Defense. “This techno-scientific discovery is decisive: it unambiguously links the geological phenomenon of Flexais to the mining activity at Braskem,” the document states.
