
The process ruling the annulment of the mandates of the incumbent governor and Roraima vice president, Antonio Denarium (Popular Party) and Edilson Damião (Republicans), accused of abuse of political and economic power in the 2022 elections, was halted again on Tuesday (11/11) after the Vice President of the Supreme Electoral Tribunal (TSE), Nunes Márquez, requested a review.
However, the positive result for the removal of the positions reached 2×0 among the judges, with the vote of Minister André Mendonça, who partly followed the Minister who reported on the case, Isabelle Galeotti.
The Denarium impeachment process returned to the agenda on August 26, after a year’s hiatus.
Denarium’s mandate was revoked by the Regional Electoral Tribunal of Roraima (TRE-RR) for using the public machine to buy votes, in 2023, when he was accused of abuse of political and economic power in the 2022 elections. At that time, the mandate of the Deputy Governor, Edilson Damião (Republicans), was also revoked.
The governor was condemned for using the public programs Cesta da Família and Morar Melhor, which target low-income residents, to promote himself on the eve of the elections. Antonio Denarium is also facing a lawsuit over millionaire transfers to city councils in an election year.
In January 2022, the Government of Roraima established the Family Basket Programme, as a result of the consolidation of two other projects. For the Ministry of General Elections, such a measure was merely an attempt to legitimize the free distribution of goods to 50,000 families during an election year, which is prohibited by law.

The TSE began analyzing the resumption in 2024, but did not complete it. In August last year, only the case report was read, and the president of the court, Minister Carmen Lucía, concluded the session, reiterating that the case was suspended and a new date would be set for the presentation of the votes.
A year later, in August of this year, the analysis was resumed with the vote of Minister Isabel Galeotti, who rejected the defense’s appeal and maintained the decision of the Regional Electoral Tribunal of Roraima (TRE-RR), responsible for canceling the mandate.
“I order the immediate implementation of this ruling, regardless of the publication of the ruling on the departure of applicants Antonio Denarium and Edilson Damião Lima from the positions of governor and vice governor, in accordance with the precedents of the Supreme Court. At the end of this trial, urgent communication must be made with the TRE, in order to immediately comply with the ruling, including the adoption of measures to hold new elections,” voted Isabel Galeotti.
After the vote was read, Minister Andre Mendonça requested a review, and the process was paralyzed again, until Tuesday.
During the vote, Mendonça partly accompanied the rapporteur. The judge stated that he saw the characterization of abuse of political and economic power in two of the four charges cited by the Ministry of General Elections (MPE), in the electoral use of the two social programs aimed at food and housing in the state.
