Arteris won the concession for Autopista Fluminense (BR-101), which connects Niteroi (RJ) to the border between Rio and Espírito Santo, at an auction held on Tuesday (11), at the B3 (São Paulo Stock Exchange). Without a competitor, the company, which is already the current manager of the extension, has not offered a discount on the base toll rate.
In the model adopted by Lula’s government in current auctions, interested parties submit their bids at a reduced price compared to the base fee rate.
This was one of the streamlined auctions conducted by the federal government. The model expects a franchise contract to be brought to market that has been pre-agreed with a company – in this case, the franchisee Arteris Fluminense. However, if another bidder offers a greater discount on the tariff, i.e. a better offer, this contract can be changed.
Franchises are part of stressful contracts, old franchises that failed and had to be renegotiated. This process was approved by the TCU (Federal Court of Audit) in July this year.
The length of the extension is just over 322 kilometers and it is expected to invest more than R$6 billion in works (capital expenditure) and R$4.12 billion in operating costs (opex).
The original contract was signed in 2008, with an initial term of 25 years. With the improvement, the duration will be extended until 2047.
The concession passes through 13 municipalities and is the main access to the Lagos region, the tourist part of the state that includes cities such as Buzios and Cabo Frio, and the ports of Aso and Mackay.
