
He Government formalized a profound restructuring of the National Public Administration through the Decree 866/2025published this Tuesday in the Official Journal. The measure promoted by the President Javier Milei and endorsed by senior officials, introduces significant changes in the organization and objectives of several ministries and secretariats declared goal of “optimizing management”.
The decree that modifies the regime established by the regulation Decree 50/2019 and its successive updates, eliminations, mergers, and redefinitions of key areas of the state’s structure.
Among the most notable decisions is there is the comprehensive reconfiguration of the head of the Cabinet of Ministers. He Ministry of the Interior also receives a new structure that includes the Secretariat for Legal and Administrative CoordinationThe Interior Minister – with areas for political affairs, sports, legislative liaison and the National Institute for Indigenous Affairs (INAI) – and the Provincial and Municipal Secretariat. The latter is divided into Undersecretaries for Provincial Relations And Relationships with communities.
In the case of Ministry of Economic AffairsThe decree redefines its internal composition and establishes new secretariats and subsecretariats. Among them are the Legal and Administrative SecretariatThe Secretariat for Economic PolicyThe Finance MinisterThe Finance MinisterThe Energy and Mining Coordination SecretariatThe Production Coordination SecretariatThe Secretariat for Small and Medium Enterprises, Entrepreneurs and the Knowledge EconomyThe Ministry of Industry and TradeThe Ministry of Agriculture, Livestock and FisheriesThe Infrastructure Coordination SecretariatThe Ministry of Public WorksThe Minister of Transport and the Nuclear Affairs Secretariat. Each of these areas has undersecretaries dedicated to specific functions, such as: Undersecretary of State for Macroeconomic ProgrammingThe Undersecretariat for Electrical Energy and the Undersecretary of State for Nuclear Policy.
The structure of the Ministry of Health was also reorganizedbe caught Administrative Management SecretariatThe Health Management Secretariat and the Secretariat for Comprehensive Drug Policy of the Argentine Nation. These secretariats are divided into subsecretariats responsible for administrative coordination, health planning, epidemiological surveillance and drug supply.

The decree not only changes the structure but also redefines the objectives of several areas. For example, it is stated that the Undersecretary of State for Presidential Affairs must “assist the General Secretariat in matters related to ceremonies and protocols, in coordination with the relevant areas.”
In the economic sector it is Undersecretary of State for Administration and Asset Normalization Its mission is “to support the implementing units of the different program categories corresponding to the financial management services assigned to it in carrying out the necessary administrative procedures in order to obtain the human resources, materials, technological equipment and inputs necessary for the fulfillment of the planned objectives and objectives for the secretariats under its control”.
With regard to control and supervision, the decree grants the Minister of Transport the responsibility for “exercising regulatory control of the National Civil Aviation Administration (ANAC), the National Transport Regulatory Commission (CNRT), the National Road Safety Agency (ANSV), the Regulatory Body of the National Airport System (ORSNA), and the Transportation Safety Board.”
Likewise those Ministry of Public Works assumes oversight of the National Appraisals Tribunal (TTN), the Dam Safety Regulatory Body (ORSEP), the National Road Directorate (DNV) and the National Water Institute (INA).
The decree also provides for the transfer of the Ministry of Tourism, Environment and Sport – aside from that Undersecretary of State for Sport– of the Ministry of the Interior for the Head of the Cabinet of Ministerswith its organizational units, assets, personnel and budget balances.
In addition, it is clarified that until the restructuring of the affected areas is completed “The existing structural openings at a level below the Undersecretariat remain in effect, temporarily maintaining the actions, foundations and staff with their respective positions, levels, journal statuses and additions that were previously in effect.”.
Regarding validity, the standard specifies this “This measure comes into force on the day of its adoption”so December 6th, 2025.
