The diversity visa program offers up to 50,000 “green cards” per year through a raffle to people from countries that are underrepresented in the United States, many of them in Africa. The lottery was created by Congress in 1990, and Trump’s new anti-immigration measure is likely to face legal challenges. To obtain the visa, an exam and an interview must be passed.
Nearly 20 million people applied for the 2025 visa lottery, with more than 131,000 selected including the spouses of beneficiaries. After winning, they must undergo a verification process to be admitted to the United States. Portuguese citizens received only 38 places.
Trump has long opposed the diversity visa lottery. Noem’s announcement is the latest example of this how to exploit a tragedy to advance immigration policy goals. After an Afghan man was identified as the attacker in a deadly attack on National Guard members in November, the Trump administration imposed strict rules against immigration from Afghanistan and other countries.

According to his MIT faculty page, Loureiro graduated from the physics program at Instituto Superior Técnico, Portugal’s leading engineering school, in 2000. That same year, Neves Valente was fired from a position at the University of Lisbon, according to a February 2000 file of a dismissal notice from the school’s then-rector.
Loureiro came to MIT in 2016 and last year was tapped to lead the school’s Plasma Science and Fusion Center, one of its largest labs. He had worked to explain the physics behind astronomical phenomena such as solar flares.
The two students who died during a final exam study session at Brown University were Ella Cook, 19, a second-year student, and Mukhammad Aziz Umurzokov, 18, Newbie.
The police attributed the provision to a person who had several encounters with Neves Valente the crucial clue who helped authorities find the attacker.
After police released images of a person wanted in connection with the crimes, the witness – identified only as “John” in a Providence police affidavit – He realized it and posted his suspicions on the social media forum Reddit. Reddit users urged him to inform the FBI, and John claimed to have done so.
John said he had encountered Neves Valente hours earlier in the bathroom of the engineering building where the shooting occurred and noticed he was wearing clothing that was not appropriate for the weather, according to the affidavit. “This person walked us to the car, which led us to the name” Neronha said.
Her tip gave investigators an important detail: a Nissan car with a Florida license plate. This gave Providence police access to a network of more than 70 surveillance cameras.
Providence authorities said that after Neves Valente left Rhode Island, he placed a Maine license plate over the license plate of the rental car to conceal his identity.
