
The resignation of MP Carla Zambelli (PL-SP), announced on Sunday, represented a political solution and prevented the President of the House, Hugo Motta (Republicanos-PB), from formalizing the impeachment, which could open a new front of conflict with the opposition. From now on, Motta will have the challenge of leading the process which could lead to the loss of the mandate of deputy Alexandre Ramagem (PL-RJ), on the run to the United States, after being convicted of participation in the coup plot.
Members of the opposition and the Centrão considered that a possible dismissal of Zambelli by decision of Motta in response to Minister Alexandre de Moraes, of the Supreme Federal Court (STF), would be extended to the case of Ramagem. Motta is now expected to maintain his intention to take the matter to the plenary, risking, once again, failing to obtain the necessary votes.
It is hoped that Motta will also work for an “honorable exit” for the MP, as he expressed it for Zambelli, allies say. Supporters of Motta and Zambelli say the Speaker of the House spoke with PL leaders, as well as the MP’s family and lawyers. When contacted, Ramagem did not respond whether his defense had already been contacted by Motta for a similar issue.

At the end of the process during which the parliamentarian was found guilty of attempted coup d’état, the Supreme Court ordered that the loss of Ramagem’s mandate be pronounced by the Council, as part of a simple protocol procedure. Motta, however, decided that the impeachment would be discussed in the plenary session of the House. Last Wednesday, Ramagem was informed of the process that could lead to the revocation of his mandate for having missed more than a third of the deliberative sessions of the House. Since then, the parliamentarian has had ten days to respond, if he wishes.
Last week, Motta said the House should analyze Ramagem’s impeachment request before the recess.

Concerning Deputy Ramagem, we do not give this CCJ rite, we shorten this rite, since he who can do more, can do less. And the person who can do the most in the House is the plenary. We are publishing the Ramagem case today (last Tuesday) in the Official Gazette so that it has a defense period of five sessions and we will take the case directly to the plenary next week — he said.
Eduardo Bolsonaro also in the crosshairs
Motta said the House should also analyze the impeachment request of Eduardo Bolsonaro (PL-SP) this week. According to Motta, the dismissal of the son of former president Jair Bolsonaro (PL) should be decided by an act of the board of directors (composed of Motta and ten other deputies). Eduardo Bolsonaro is expected to be impeached after moving to the United States and missing more than a third of House sessions.
