
The President of the Senate, David Alcolumbre (União-AP), made a gesture to the President of the Chamber of Deputies, Hugo Motta (Republicanos-PB), praising the parliamentary management of the Chamber. The statement was made during the session of promulgation of the Constitutional Amendment which allows the paid accumulation of a teaching position with another of any nature, in which both were present.
Motta has been criticized by the population, the opposition and the press on several occasions this year. The most recent, last week, was the approval of the bill that reduces the sentences of those convicted on January 8 and the rejection, in plenary, of the dismissal of the deputy. Carla Zambelliwho is imprisoned in Italy, contrary to the decision of the Supreme Federal Court (STF).
“I recognize your leadership of excellence at the head of the Chamber of Deputies of Brazil. Your Excellency is a leader with the capacity for articulation necessary to confront the dilemmas and problems that we face today. I have already said on other occasions that these are not only the problems of our country. On other occasions I have mentioned that we are experiencing, in the world, a climate of many aggressions, of many attacks, crimes and threats,” Alcolumbre told Motta.
Alcolumbre also said Motta had “institutional maturity” to seek “understanding” and “pacification.” According to the President of the Senate, relations between the two Chambers are “the best possible”.
“I want to recognize, MP Hugo Motta, that it is an honor and a privilege for me to preside over the Federal Senate and the National Congress alongside a great human being, a humble and hardworking Brazilian citizen, who dedicates himself daily to reducing conflicts and facing problems with institutional maturity, with greatness of purpose, with sincerity and with truth, which is what matters most at this moment,” Alcolumbre continued.
“It must naturally be understood that, in a divided country, we can have, as head of a power, whether of the House or the Senate, the capacity to understand this environment and try, in the best possible way, to seek pacification, dialogue and understanding, knowing that, often, ideological, partisan or, unfortunately, electoral clashes cause unnecessary disruptions in Parliament, when we could be advancing important agendas for Brazilian society. And we are diminishing this role when we enter into a conflict between aggressions and attacks, often, some only think of the electoral aspect,” he said.
Alcolumbre also stressed that the year has been “difficult” for Parliament and that, as presidents of the Chambers, they have been “put to the test.”
“I think we have had a very difficult year, a year in which we have been tested to the extreme, but the National Congress has strengthened. The Chamber of Deputies and the Federal Senate have freed themselves from the most important issues debated in the Brazilian Parliament over the past year,” he concluded.
