
The President of the Senate, Davi Alcolumbre (União Brasil-AP), declared this Wednesday (10/12) that he would discuss PL Dosimetry next Wednesday (17/12). The opinion of Senator Espiridião Amin (PP-SC) should be voted on by the Constitution and Justice Commission (CCJ) in the morning, and in plenary in the afternoon, according to the senator from Amapá. Alcolumbre announced the vote on the project which benefits those convicted of the January 8 attacks and former president Jair Bolsonaro (PL) in plenary during the session this Tuesday (12/09). He said he had committed to party leaders that he would move forward with the plan if it was approved by the House, which happened in the early hours of Wednesday.
The senator from Amapá defended the updating of the legislation that deals with crimes against democratic institutions, along the lines of what was proposed by the rapporteur of the project in the House, Paulinho da Força (Solidariedade-SP), who determined that the greater penalty for the two crimes listed in the Penal Code should be valid and no longer the sum.
“I made a commitment to the leaders and to Brazil that if the House deliberates on this issue, the Senate will deliberate on this issue (…) we will deliberate as soon as the House deliberates. This year,” Alcolumbre said, in plenary.
Faced with the acceleration of the process, the president of the CCJ, Otto Alencar (PSD-BA) demanded that the project go through the collegiate body and not directly in plenary. This request was accompanied by the grassroots leaders of the government of President Luiz Inácio Lula da Silva (PT). On Wednesday morning, Otto appointed Amin, in favor of amnesty, as rapporteur of the project and indicated, when questioned by the press, that he could give a delay of only a few hours.
This would allow the bill to be approved by the House and Senate before the start of the parliamentary recess, with next week being the last before the end of the legislative year. Thus, the project would be subject to approval by Lula, who could also veto certain sections.
