Andalusia reached the 83% of the renewable contribution objective in the electricity mix, as reported this morning by the Government Council. It reflected the degree of compliance with the objectives set in the Strategy … Andalusian Energy 2030, based on data corresponding to the 2024 financial year presented to the Commission for Monitoring this planning. In the area of electricity production from renewable sources, Andalusia already reaches 68%, which represents 83% of the target set for 2030, or 82% renewable electricity production.
This high level of compliance is particularly relevant if we take into account that last March an increase in renewable energy targets was approved, more ambitious than those established by the central government in the National Integrated Energy and Climate Plan (PNIEC). This decision responds to the agreement of the Government Council which urged the Ministry of Industry, Energy and Mines to propose an upward revision of the objectives, as well as a the integration of a new objective of reducing energy consumption.
The updating of these objectives is based on the renewable resource potential of Andalusiain the success of the instruments promoted by the Andalusian Government and in the management developed by the Commission for the implementation of new green capacities. At the end of the first half of 2025, renewable energy installed in Andalusia already exceeds 16 gigawatts.
Andalusia and renewable energies
The report prepared by the Andalusian Energy Agency, designated as technical office for the preparation, monitoring and evaluation of the strategy, also reflects the continuous improvement of energy efficiency. Andalusia has reached 94% of the target set for 2030 in reducing primary energy consumption and exceeds 90% of the objective linked to employment and opportunities of the energy transition, with more than 72,800 direct jobs associated, among other factors, with the advancement of renewable technologies.
Also in 2024 80% of the CO₂ emissions reduction target has been achieved, set at at least 55%, and the target for improving energy supply was exceeded by 58 points. In this area, the growth of self-consumption stands out, which by the end of 2024 will exceed 171,000 installations in Andalusia.
However, one of the objectives with the least progress is linked to the development of energy infrastructure, which In 2024, it rises to 29% compared to what was planned for 2030. Faced with this situation, the Andalusian Government continues to demand that the Ministry of Ecological Transition and Demographic Challenge make the necessary investments in energy transport networks, essential to advance the energy transition, promote industrial projects, develop renewable energies and generate jobs in Andalusia.
Likewise, with regard to the reduction in consumption of petroleum products In transport, there has been no significant progress, in line with the European and national trend marked by the increase in energy consumption in this sector. In this context, it is considered necessary to redouble efforts by all administrations – local, regional, state and community – to reduce energy demand, improve the efficiency of the vehicle fleet and promote its electrification, as well as the use of hydrogen or advanced biofuels, areas in which the Junta de Andalucía works within its competences.
60% programs in progress
THE Andalusian energy strategy 2030 constitutes the roadmap to evolve towards a more efficient, sustainable, secure and climate-neutral energy model. Beyond a technical planning document, it reflects Andalusia’s desire to be at the forefront of the energy transition, in line with European objectives and international commitments against climate change.
Following the revision of the objectives approved in the first quarter of 2025, the programmatic contents planned for the second application period were increased, between 2023 and 2026. Of the 51 programs planned for 2024, Nearly 60% have developed all the planned measures, while 35% have been partially executed, with the latter having until 2026 to complete their development.
Among the most notable actions promoted by the different management centers and entities of the Junta de Andalucía during the year 2024 are the more than 46.6 million euros in incentives paid for energy improvement actions, which have benefited more than 15,000 households and more than 300 businesses. Added to this are 46.3 million intended for the construction of more than 2,500 energy-efficient social rental housing units; 11.4 million for the decarbonization of 65 public entities at the local and state level; and more than 24.8 million invested for the integration of nearly 6,000 zero-emission and ecological vehicles, as well as 1,269 charging points in Andalusia.
In the area of mobility, during the year 2024, progress has been made in the development of the Andalusian Sustainable Mobility and Transport Strategy 2030 and the Metropolitan Transport Plans of Seville, Malaga, Huelva and Campo de Gibraltar. In addition, the Green Hydrogen Roadmap in Andalusia was launched, through the constitution of working groups, the promotion of projects through the Project Acceleration Unit, the preparation of the regulatory bases for the new Integrated Incentives for Industrial and Energy Competitiveness (INCEA) and the activation of calls for a just transition for green hydrogen in Cádiz and Almería.
During the year, the Value Chain Plan for Power, Refrigeration and Air Conditioning Industry Growth 2023-2027the Andalusian Biogas Alliance was designed and 20 actions for the international promotion of Andalusian energy companies were developed, in which 122 companies participated.
Green energy on the rise
Likewise, they approved regulatory bases and calls for subsidies support investments in sustainable bioindustrial infrastructure intended for the processing and valorization of alperujo in the province of Jaén, with 13.6 million euros granted to the olive industry. Among the actions shared with the Energy Savings Plan of the Government of Andalusia Administration The 2022-2026 period highlights the optimization of 30 energy supplies as part of the Massive Contractual Power Optimization Plan, with a reduction of almost half a million euros on the annual bill; energy efficiency and renewable energy actions in five public buildings, which provide savings of nearly 3 million euros; and the completion of 63 energy audits in public buildings, covering almost 39% of the total planned area.
Finally, in the inter-administrative cooperation framework, In 2024, a joint instruction was approved between the Ministries of Culture and Sustainable Development to coordinate the processing of environmental authorizations. Likewise, progress has been made in improving the Andalusian Emissions Compensation System (SACE), in coordination with the National Carbon Footprint Registry, working on the development of an emissions compensation system adapted to the Andalusian context.
