This Sunday (14/12), several Brazilian capitals recorded demonstrations to protest against the approval of the Dosimetry Bill (PL) in the Chamber of Deputies. The proposal provides lighter sentences for those convicted of the January 8, 2023 coups and could benefit former President Jair Bolsonaro (PL).
In the morning, protests took to the streets of Brasília (DF), Florianópolis (SC), Belo Horizonte (MG), Natal (RN), João Pessoa (PB), Cuiabá (MT), São Luís (MA), Campo Grande (MS) and Manaus (AM).
In the afternoon, it was the turn of São Paulo (SP), Rio de Janeiro (RJ), Fortaleza (CE), Recife (PE), Goiânia (GO), Vitória (ES), Porto Alegre (RS), Porto Velho (RO) and Curitiba (PR) to protest.

In addition to criticism of the National Congress, the protests included issues such as the end of the 6×1 work schedule, criticism of the time frame for the demarcation of indigenous lands and the demand for actions to combat femicide.
There have also been several requests throughout the country for the resignation of the President of the House, Hugo Motta (Republicanos-PB).

The protest in the capital Rio de Janeiro was scheduled to start at 2 p.m. at post 5 of Copacabana beach in the southern zone. Among those present were left-wing politicians and artists.
The mobilization – titled “Musical Act 2: The Return” – was led by singer Caetano Veloso and his wife, producer and businesswoman Paula Lavigne. The couple had already organized a previous demonstration, in September, against the Draft Amendment to the Constitution (PEC) on Shielding and the urgent treatment of the Amnesty PL, which became the Dosimetry PL.
According to a survey by the Political Debate Monitor of the University of São Paulo (USP) with the NGO More in commonthe event brought together, at its peak, 18.9 thousand people. The survey measures the number of civilians using images of the crowd captured by drones.
The mobilization included performances by iconic artists of Brazilian Popular Music (MPB), such as Caetano, Chico Buarque, Gilberto Gil and Paulinho da Viola. Xamã, Fafa de Belém, Emicida, Lenine, Fernanda Abreu and Duda Beat also participated.

Actress Fernanda Torres was also present and said: “We are still here for Brazilian forests, for women’s rights, for democracy. We are still here to suppress congress. They cannot work for themselves.”

The demobilization took place at 7 p.m.
Sao Paulo
In São Paulo, demonstrators took over Avenida Paulista.
Also according to the USP Political Debate Monitor, around 13,700 people participated in the demonstration against Congress in the capital São Paulo. Taking into account the margin of error of 12%, the estimate indicates an audience of between 12.1 thousand and 15.4 thousand participants at peak time.
According to the Brazilian Center for Analysis and Planning (Cebrap), the demonstration in favor of amnesty which took place on December 7, also in Paulista, brought together 1,400 people. The demonstration against the Blindagem PEC and against the amnesty in September brought together 42.4 thousand people.
The protests were organized by the Povo Sem Medo and Popular Brazil fronts, in which the Landless Rural Workers Movement (MST) and the Homeless Workers Movement (MTST) participated.
The Minister of the General Secretariat of the Presidency of the Republic, Guilherme Boulos (PSol), participated in the demonstration. On stage, Boulos called Dosimetria PL an “embarrassed amnesty” after groups supporting former President Jair Bolsonaro (PL) failed to make a broad amnesty viable.
The minister’s wife, lawyer Natália Szermeta, booed Motta during the demonstration. As shown in Metropolisesshe should be a candidate for federal deputy in 2026.
Brasilia
In the federal capital, the event took place in the morning at the National Museum of the Republic, located on Esplanada dos Ministérios.
Then the march, led by an electric trio, headed towards the National Congress and dispersed in the early afternoon.
According to an estimate by the Military Police of the Federal District, the event brought together around 5 thousand participants.
The expressions “Congress, enemy of the people”, “Out Hugo Motta” and “No amnesty” appeared on most of the posters displayed on the site.
Faced with strong criticism of Motta, the name of former President Jair Bolsonaro was mentioned less than that of the Speaker of the House.
The trumpeter famous for playing the funeral march during Bolsonaro’s arrest, Fabiano Leitão, was present and was considered a “celebrity” by the protesters.
Can PL dosimetry benefit Bolsonaro?
Approved in the early hours of last Wednesday (10/11) after popular pressure against the measure, the proposal, which was the target of protests throughout the country, establishes changes in the types of crimes accepted for the advancement of sentences, a mechanism that allows prisoners with good behavior to migrate from the closed regime to the semi-open or open regime.
According to the measure, the change will take place after serving one-sixth of the sentence, and no more than one-quarter, as is currently the case.
The bill also changes the parameters of crimes against the democratic rule of law, such as attempted coup d’état and violent abolition of the democratic rule of law, which experts and politicians supporting the government say are an attempt to circumvent Bolsonaro’s arrest.
If the project is approved by the Federal Senate, the sentence of the former president would increase from 27 years and 3 months to 20 years and 8 months, leaving him to serve only 2 years and 4 months in closed regime, taking into account the remission of the sentence for the period of detention at home.
The text will be analyzed by the Constitution and Justice Commission (CCJ) of the Senate next Wednesday (12/17), and has a chance of being voted on in plenary the same day.
