Madrid remains one of the main economic centers of Spain, but also one of the regions where the pressure on the cost of living is greatest. The increasing cost of supplies, rent and professional services has raised the barrier to entry for those who decide to start a business. In this context, the regional government has approved new specific aid to facilitate the start of an independent activity.
The measure was authorized by the Governing Council and included in the 2026 budget programming, with an initial allocation of three million euros. The objective is to reduce the financial impact of the first months of activity, a stage considered critical for the survival of new professional projects.
Direct assistance linked to the effective start of the activity
The grant is intended to cover expenses actually incurred and justified after registration as a self-employed worker. Unlike other generic incentives, this line is directly linked to the start of economic activity and requires that the beneficiary maintains self-employed status for a minimum period of two years.
Registration must have taken place after a previous situation of unemployment and can be carried out both in the Special Scheme for Self-Employed Workers and in the alternative mutual insurance of the corresponding professional association. Certain corporate formulas linked to independent work are also considered.
Profiles able to access the grant
- Persons registered as individual self-employed workers.
- Members of civil societies or communities of property.
- Partners of commercial companies.
- Active members of cooperatives or work societies.
Excluded are members of the collaborating family, members of the family of partners and those who are part of the administrative bodies of non-single-member commercial companies, as provided for by regulatory standards.
What expenses can be justified
The aid distinguishes two large blocks of eligible costs. On the one hand, the current expenses necessary to start the activity. On the other hand, investments in tangible or intangible assets directly linked to the professional project.
Current charges included
- Notary and registration fees.
- Technical and professional services necessary for starting the activity.
- Supplies for business premises, such as water, electricity or Internet connection.
- Other operating expenses directly linked to the start of the activity.
As for fixed assets, investments in equipment, tools, technologies or intangible assets essential to the development of self-employment are authorized.
Amounts and percentages of aid
The subsidy covers up to 80% of justified expenses, always within the limits set by regional regulations. The design of the program sets different amounts depending on the candidate’s profile.

Higher amounts are reserved for groups considered vulnerable, including those under 30, over 45, the long-term unemployed, women victims of violence, victims of terrorism and people with disabilities.
To access aid, it is mandatory to provide proof of a minimum expenditure of 1,000 euros, resulting from the sum of current expenses and investments made.
Deadlines and application procedure
The deadline for requesting the subsidy is three months from the start of the activity, taking as a reference the date of registration for the Economic Activities Tax or the Special Regime for Self-Employed Workers.
The processing is carried out exclusively electronically through the official portal of the Autonomous Administration. All regulatory information and access to the procedure are available on the official portal of the Community of Madrid on entrepreneurship aid.
With this measure, the Regional Executive strengthens its policy of supporting self-employment, aiming to reduce the initial financial risk and consolidate professional projects from their first months of activity, in an economic environment marked by the increase in structural costs.
