As the blog revealed, Viviane’s contract with Banco Master provided for the organization of “five centers of joint and complementary action – strategic, consultative and contentious” before the judicial, legislative and executive bodies, citing four institutions: the Federal Revenue, the Attorney General of the National Treasury (PGFN), the Central Bank and Cade.

The contract called for the payment of 3.6 million reais per month to Viviane’s office for three years, which could reach around 129 million reais for Barci de Moraes Associados, where she works with two children, if the agreement had been fully executed by the scheduled date – early 2027, the year in which Moraes will assume the presidency of the Supreme Court, according to the court’s rotation system.
The Chronicle team last week requested clarification from the Central Bank regarding Viviane’s activity records and her office within the institution, but received no response.

The blog then appealed to the law on access to information. In response, the BC announced that “no access records were found for Ms. Viviane Barci de Moraes” from January 2024 to the present, i.e. during the validity of her contract with Master.

And not only that. After the liquidation of Master, the BC is preparing a series of administrative procedures to investigate the irregularities committed by Daniel Vorcaro’s bank.
According to sources who closely follow these investigations, the internal investigation procedures of the BC will not be limited only to the frauds already noted by the public prosecutor by the PF and which gave rise to the arrests. In theory, these investigations could lead to the disqualification of Vorcaro and other Master’s directors from working in the financial system.
While Cade gave full approval to the BRB’s takeover of Master in June this year, the Central Bank vetoed the deal in September. British Columbia’s approval was seen by the Federal District government as the last necessary step to finalize the purchase, which was ultimately not carried out.

“Analyzing the operation, the Central Bank identified evidence of serious crimes against the national financial system, motivating the sending of a criminal complaint to the MPF,” emphasized prosecutor Gabriel Pimenta, in a statement signed in October of this year, when he requested the arrest of Vorcaro and other leaders of the Master.
“During further analysis, the Central Bank found that the aforementioned accounting irregularities were intended to conceal fraud committed in credit assignments, with a possible loss of 12.2 billion reais for the public bank of Brasilia.”
