The Government of Castile-La Mancha highlighted the strong commitment of the Regional Executive to the promotion of equal opportunities and progress towards a more inclusive society and recognized the work of the Cécap Group in the development of innovative initiatives … which allow everyone, whatever their situation, to build their own life project.
This was highlighted by the Minister of Finance, Public Administration and Digital Transformation, Juan Alfonso Ruiz Molina, during his speech at the “Diversitas 2025” Christmas dinner, organized by the Cecap Group of Social Entities in Toledo, where the ministry received an award in the category of leading public administration in social action policies, for institutional support for social inclusion projects developed by the entity.
A dinner also attended by the Deputy Minister of Local Administration and Administrative Coordination, Eusebio Robles; the general director of Handicap, Francisco José Armenta; the president of Cecap, Andrés Martínez; as well as family members and members of the Group of Social Entities team.
Ruiz Molina began his speech by emphasizing that he and the entire Governing Council, with President García-Page at its head, “we are fully aware that people with intellectual disabilities will encounter difficulties and obstacles in meeting their expectations“, he therefore indicated that the Government of Castile-La Mancha is “firmly committed” to the people who most need the support of the Administration and society.
As well as for their families, who fight daily so that these disabled people can have a more independent professional and social life and contribute, through their example, to “we can live in a more egalitarian, inclusive and just society”.
In addition, he took advantage of this previous moment of his speech to congratulate the rest of the winners, and he sent his greetings to the professionals who work at Cecap, to the families and to the boys and girls who participate in the services and activities offered by the entity, and he recognized the enormous work and dedication behind each step towards inclusion.
Remove barriers and support families
In this same context, the head of the Treasury, Public Administrations and Digital Transformation indicated that the Government of Castilla-La Mancha and CECAP have two common objectives, the first to which he referred is the elimination of barriers to “promote the socio-professional integration of people with intellectual disabilities”; and secondly, to help ensure that their families are “supported and peaceful”, that their sons and daughters “have the best possible future in the region and that they are never alone”.
This is so, as he explained, for two reasons, the first, because there is “good raw material”, such as boys and girls with intellectual disabilities who “never give up” and who demonstrate every day their desire to work, their passion for learning quickly and well and their ability to do so “facing the maximum of difficulties with confidence and optimism”.
And the second, he stressed, is that they have at their side a family “very committed” to the present and future of their sons and daughters. Faced with this, the advisor wanted to emphasize the recognition of the regional government and of himself in particular, because as he said, “you demonstrate every day that you are the main support so that they can face the challenges they face every day.”
An ambitious roadmap since 2015
In this line of commitment, the Minister of the Treasury recalled that the Government of Castile-La Mancha has maintained since 2015 an “ambitious roadmap” to promote and improve the professional and social integration of people with disabilities, in collaboration with the Third Sector.
By 2026, according to the advisor, we will continue to “strengthen the network of resources for the care of these people and expand the assistance lines offered to families and their sons and daughters”. In addition, as President García-Page has already announced, we will submit the Universal Accessibility Law to the Cortes for approval in order to “advance equal opportunities and inclusion.”
An important effort which is financed by the 2026 budgets, in its final phase, and which, as he recalled, is possible “thanks to the taxes that we pay every year”, and he stressed that “in the face of those who say that taxes are useless, here is the demonstration, to provide adequate support and care to people with intellectual disabilities”.
The advisor concluded his speech by detailing some progress made by the Ministry of Finance, Public Administration and Digital Transformation in this area. In other words, in the area of Civil Service, he referred to the independent selection processes that have been taking place since 2021 and mentioned the Public Job Offer for 2025 which was approved a few days ago by the Government Council and which offers 61 positions for intellectually disabled people.
As well as the 46 who were summoned during the 2023-2024 OEP, who will join the 112 intellectually disabled public employees who already work in the regional administration. And he mentioned the launch of units for the inclusion of these personnel within the Council to “facilitate their incorporation as civil servants” and which were created in collaboration with CECAP.
In the area of professional training, the advisor spoke of the 90 people who successfully completed the training program in digitization and document management at the Regional Archives, half of whom entered the job market. In terms of investment, it was indicated that ten percent of the amount that the Council allocates to public procurement is reserved.
As part of the digital transformation, technological devices have been deployed in the network of centers that accommodate people with mental disabilities in Castile-La Mancha and accessibility to digital services has been improved. And in terms of tax policy, tax deductions and bonuses have been applied to people with disabilities and their families, both in terms of income and the taxes that we manage as an autonomous community.
