Castilla y León will organize specific training next year for public agents who work in fire prevention and extinguishing operations. The intention, as communicated this Friday, by the Council is to “continuous update” of these … professionals integrating content related to “technological tools and geographic information systems, essential to carrying out the operation.
The various training actions in this area, which are one of the news for next yearwill be defined by the civil servant training school (ECLAP), dependent on the Ministry of the Presidency, in collaboration with the Ministry of Environment, Housing and Territorial Planning, as well as with the Fire Defense Center of León. All this, during a year in which the Community suffered the harshness of fires, especially during the summer months, with approximately 143,000 hectares devastated. The most affected provinces were León and Zamora.
According to the head of the Presidency sector, Luis Miguel González Gago, “this training reinforces and updates the excellent work carried out by professionals, integrating new tools and knowledge that help them in their daily work in the face of forest fires.”
The Ministry published this Friday in the Official Community Bulletin the ECLAP Training and Learning Plan for the year 2026. This Council school “has more than two decades of experience, in which it has adapted to changes in the reality of public employment, as well as the development of new technologies and the expectations of civil servants themselves and citizens”, he indicated in a press release.
Cybersecurity and AI
Another new feature announced, ECLAP will undertake “diagnosis, training and certification”. in digital skills public employees of the General Administration, in accordance with Decree 19/2025 of December 18, which regulates said certificate.
This certification will have a direct impact on key areas such as “access to teleworking of civil servants, the horizontal professional career and merit competitions for the allocation of positions, transforming training in new technologies into an important professional incentive for civil servants”, he continued.
Likewise, in the digital field, ECLAP will launch specific calls for courses on cybersecurity, artificial intelligence applied to administration and collaboration tools that will allow civil servants to work together more easily and quickly, sharing documents and communicating in common spaces in the cloud, as if they were in the same office, even if each is in a different location.
Finally, the School will promote, through a specific program, so-called MOOC (Massive Open Online Courses) courses. “This innovative learning methodology will promote student autonomy and collaborative work, through the organization of online forums for debate on topics of interest and for the resolution of doubts, essentially between the students themselves, energized by subject specialists,” assured the ministry.
Beyond these developments, ECLAP will continue to promote training activities linked to clear language, effective communication with citizens, languages and the prevention of professional risks. Likewise, courses and seminars on emotional well-being, and also on equality between men and women. As in previous calls, in all training actions, at least one place will be reserved for people with disabilities.
The 485 proposals received via the ECLAP online mailbox, launched in 2024, denote “the great interest” of public officials, both in getting involved in improving training and in identifying room for improvement in the different areas of responsibility, in order to improve their professional performance day after day. In fact, the number of proposals increased by 34 percent compared to those received in 2024.
González Gago highlighted that “this training plan reflects the firm commitment of the Government of Castilla y León to certain better prepared and more motivated civil servants and with the necessary tools to respond to current and future challenges, always with the ultimate goal of providing a better service to citizens.
