Ceará has consolidated itself as the most transparent state in the Northeast and the 4th in Brazil, according to the national ranking of Public Transparency 2025.
This year, only four Brazilian states reached the 100% transparency mark. Ceará occupies second place in the ranking, ahead of Goiás and Paraná, behind only Amazonas. This performance guaranteed the region’s ranking in the “Excellent” category.
In this scenario, the state government, represented by the Office of the State Comptroller and Ombudsman General (CGE), received in December the Diamond Seal of Transparency certificate, granted by the National Public Transparency Program (PNTP).
The result highlights the work carried out by the CGE as manager of the State Transparency System. Control strives to strengthen public institutions, ensure the appropriate use of resources and promote management marked by ethics, efficiency, transparency and sustainability.
For the Secretary of State and head of the CGE, Aloísio Carvalho, this recognition reinforces the fact that the State is on the right track. “Transparency is a permanent commitment to societal trust and the quality of public policies,” he emphasizes.

It is no coincidence that the result celebrates public policies that place transparency as a priority in state management. The evaluation highlighted that Ceará achieved maximum performance in areas such as communication, digital platforms, internal governance and digital transformation.

National Public Transparency Program
During the 4th edition of the PNTP, in 2025, more than 10,000 public organization portals were evaluated across the country. Out of a total of 2,912 portals were certified, 998 with the Diamond Seal, 1,082 with the Gold Seal and 832 with the Silver Seal.
The figures therefore highlight national progress and, at the same time, Ceará’s leading role in promoting public transparency.
In fact, in September the Ceará Transparent Platform recorded the highest number of visits in history, thus consolidating itself as one of the main tools for transparency and social participation in Brazil.
According to a CGE report, the portal recorded 217,782 visits and over a million page views in the month alone, surpassing all previous records.
Since the beginning of the year, Ceará Transparente has already received more than 1.7 million visits and almost 10 million page views.
In this way, the result reflects the growing interest of Ceará society in public information and the commitment of the Ceará Government to strengthening the culture of transparency.

The advisor to the CGE’s Active Transparency Unit, Matheus Borges, emphasizes that the figures show that the population is even closer to social control.
“For this reason, Ceará remains firm in its mission to offer up-to-date and easily accessible data,” he emphasizes.
Still according to Secretary Aloísio Carvalho, this progress reveals a government connected with society, which values the openness of information, technological modernization and administrative efficiency.

Ceará Transparente is the main platform for access to public information in the State. It contains data on revenues, expenditures, contracts, works, agreements, transfers and parliamentary amendments, as well as ombudsman services and access to information.
