The Spanish Association of Civil Guards (AEGC) denounced this Saturday that the current conditions under which the custody of detainees is carried out in the event of an emergency and during external consultations of the Rio Carrión de Palencia Hospital does not guarantee … security agents responsible for surveillance or citizens who present to the emergency room or to a specialized consultation.
As they explain in a statement collected by Ical, “everyone has to share spaces for hours, which causes very uncomfortable situations for the citizens who come for consultation, since the detainees can interact directly with them” while those who monitor them “fear that at any moment an escape of the prisoner could be prepared” taking advantage of the hours when the detainee is in the emergency room or in consultation.
The AEGC informed the former head of the command in writing about this problem and the current one is also informed “verbally”, they say. They both They called for the creation of a space that would improve security, avoid unnecessary contact between prisoners and hospital users and ensure that officers have a suitable environment to carry out their guard work.
In this sense, they explain this Friday that a detainee had to spend seven hours in the hospital emergency room due to a toothache, and they point out that on previous occasions the waiting time was around twelve hours.
To avoid this, they demand to be able to use restricted access units (UAC) in which prisoners can wait to be treated without having contact with the rest of the sick, or to create another similar space. “The excuse we are given is that these spaces are not close to the emergency room or the consultation room,” deplores the press release, which insists that it is only “an excuse”, since the detainee can be transferred in a few minutes, in exchange for limiting interactions to a minimum.
With all this, they add that the Moraleja Penitentiary Center is among the prisons with the highest number of attacks against officials, since this year more than 20 have been recorded. “The association considers that it is urgent to be able to use the existing UAC or the creation of similar spaces so that the civil guards have an adequate environment to carry out their guard work and so that the rest of the hospital users can feel safe,” they emphasize.
