
The Legislative Assembly of Rio (Allerj) must vote this Monday (8) to maintain or revoke the arrest of the President of the House, Rodrigo Bacellar (União Brasil), detained preventively since the 3rd by the Federal Police for having warned the former deputy Thiego dos Santos, the TH Jewelryof the operation which arrested him in September for involvement in the Red order.
The future of the President of the Parliament of Rio de Janeiro will first be debated by the Constitution and Justice Commission (CCJ), in session scheduled for 11 a.m., then will move to plenary, at 3 p.m., in extraordinary session.
The two votes will take place in a context of fear among parliamentarians and the political class in Rio about the possible repercussions of this episode, whether political or legal.
According to sources at the Guanabara Palace, Bacellar’s arrest had the effect of a bomb on the government of Claudio Castro (PL), of which the president of Alerj was once a close ally. According to the Value discovered, the head of the Fluminense executive wants to keep his distance from the affair to prevent it from spilling over into state management. One reason is that the governor himself is mentioned in the investigations that led to Bacellar’s arrest.
Castro took more than 24 hours to comment. First, he adopted a ceremonial tone. In a note published on Thursday evening (4), he said that he was following the arrest with “the required institutional attention”. The next day, he avoided it and said he was “not an MP” to broach the subject. Subsequently, he declared that we had to “wait for the investigations”.
The position is not very different from that of the government base in Allerj. In order not to upset Castro and Bacellar, the deputies adopted silence and caution during the arrest. Some, according to those we spoke to, even preferred to try to abstain from decisions.
This was the case of Fred Pacheco (PMN), close to the governor and the boss of Alerj. Before the CCJ was postponed on Friday (5), the parliamentarian, vice-president of the committee, declared that he would not participate in the meeting because he already had an appointment planned.
“As a member of the CCJ and given the sensitivity of the subject, the MP understands that it is not appropriate to anticipate any demonstration before the collegial deliberation. He emphasizes, objectively, that he will not participate in this specific meeting, because he already has a previously scheduled external commitment. Institutional responsibility requires that the debate takes place in the appropriate time and space, guaranteeing the due diligence in the process”, said the MP’s advisor.
However, behind the scenes, what was said was that Pacheco chose not to commit to either party. More MPs are expected to take this position.
The backdrop for the postponement of the CCJ – and even the delay in the start of the rite which will determine whether Bacella whether or not he remains in prison, it is the fear of possible reprisals from the head of the assembly if he resumes his mandate and the embarrassment of revoking the detention of someone whose accusation is linked to organized crime. In that sense, not speeding up the parliamentary process is a way for the House to buy time and “reduce the boil,” according to state Legislature sources.
There is still no consensus on what will be decided Bacella. The Allies not only want him to return to his seat in Alerj, but also to regain command of the House. Other MPs, however, prefer that he simply resume his mandate, but stay away from the presidency.
