
Student Richard de Campos Silvério, 18, resident of Tatuí, inland São Paulo, became the first Brazilian to pass the theoretical exam for the new model National Driving License (CNH) this Saturday (13/12).
The young man began the process of obtaining his license in March this year, but had to interrupt the courses due to lack of time. After the new CNH rules were published, he completed the theoretical course online in a few hours on Thursday (12/09) and scheduled the test for the same day. After passing the exam this Saturday, Silverio will be able to move on to practical courses and complete his qualification.
Main changes to the CNH:
- Driving school courses are no longer obligatory;
- Content of theoretical courses available on the government application, free of charge;
- Will no longer be necessary minimum course load;
- Students can use a private car and choose to lessons with an independent instructoraccredited by Detran;
- Practical lessons go from 20 to 2 hours at least (with an instructor or in a driving school);
- Practical tests continue to take place in personas well as medical examination and biometric collection;
- Anyone who fails the first assessment will be able to take the second free test;
- There will be no more delay to complete the qualification process
“I bought my vehicle in March, but I can’t use it because I didn’t have a driving license yet. Now, with a faster process, it will make my life a lot easier, to get to work, to university and for leisure,” says Richard.
New driving license in São Paulo
With the national restructuring of the licensing process, the Detran of São Paulo began to systematize the changes in issuance of the CNH. The organization says the new process will reduce costs, simplify bureaucratic procedures and keep the state in national leadership in efficiency and lower emissions rates.
One of the first measures of Detran-SP is the launch of the official page of CNH Paulista, expected in the coming days. The channel will collate the implementation schedule, serving as a source of guidance on the progress of changes.

The National Traffic Council (Cetran) has given Detran 180 days to adapt to the changes proposed by the federal government. The measure is expected to reduce the cost of issuing the document by 80%.
“For the citizen, the message is direct: the driving license in São Paulo will be simpler and cheaper. Although the changes require profound adjustments to the systems, we are already anticipating and organizing deliveries so that the savings reach people’s pockets first. We will do everything as quickly as possible,” said Detran-SP’s driving license director, Talita Rodrigues.
The agility directive meets what is required by Cetran on December 10, 2025. Despite the deadline, Detran-SP is working with an aggressive timeline to complete the transition before the deadline, thereby accelerating the change.
