The 2026 elections should not hinder the recruitment of winners of the second edition of the CNU (Unified National Competition). According to Minister of Public Service Management and Innovation Esther Dweck, the entire selection schedule was structured so that approvals took place before the start of the blackout period imposed by the electoral law.
According to Dweck, who addressed the subject during the program “Hello, Minister” this Tuesday (16), the schedule provides for the publication of the first result on February 20, followed by two more rounds of calls, with the final list of approved candidates scheduled for March 16.
Since most open positions do not require training, approval – and subsequent hiring – can occur immediately after this step. In cases where there is compulsory training, the courses last a maximum of one month and must end in mid-May, also before the electoral restrictions.
Regarding the possibility of organizing a third edition of the CNU in 2027 — the selection will not take place in 2026 because it is an electoral year — the minister said that, in this edition, the Enap (National School of Public Administration) has started to manage the competition and will be responsible for maintaining the archives and technical memory necessary to organize a new CNU in the future.
“We hope that there will be a demand from the company itself to continue doing it (the CNU) and Enap will be ready to continue competing,” said the minister. She also added that states and municipalities have already expressed interest in participating in the competition, which currently offers vacancies only at the federal level.
She also says that, despite recent hires, the impression that the public service continues to lack employees is valid. According to the minister, since 2015, more than 160,000 civil servants have left the sector, and new admissions have not compensated for these losses in a balanced way, as they have been concentrated in specific areas.
The second edition of the CNU offers 3,652 vacancies in 32 public organizations, with salaries reaching R$16,413.35.
MANDATORY BIOMETRICS FOR BENEFICIARIES OF SOCIAL BENEFITS
During the interview, Minister Esther Dweck recalled that people benefiting from social benefits will have until December 31, 2027 to issue a new national identity card. This measure is part of the gradual implementation of mandatory biometric registration, aimed at increasing the security of social programs.
Since November 21, new beneficiaries who do not yet have biometric data recorded in official databases, such as their identity card, their electoral registration at the TSE (Higher Electoral Court) or the CNH (National Driving License), must provide biometric registration to access the benefits.
However, this period does not apply to those who receive maternity benefit, temporary disability benefit, death pension, unemployment insurance, salary bonus and Bolsa Família. For these cases, the requirement comes into effect on May 1, 2026.
From this same date, only the national identity card will be accepted for those who do not have any biometrics registered in any database and request a new social benefit.
For new users who already have biometric data registered with the TSE or the CNH, the compulsory national identity card will be limited to January 1, 2028. In the case of those who already benefit from a service, the deadline is longer. The biometric requirement will only apply to regular maintenance procedures, such as proof of life or mandatory registration exams.
Beneficiaries who do not yet have a biometric document will be able to register until December 31, 2026. From January 1, 2027, in these cases, the new national identity card will become compulsory. For beneficiaries who have registered biometrics (CNH or TSE), the new card obligation will only be valid from January 1, 2028.
