This Friday morning, the town hall announced the traffic operation plan for the New Year’s party in Rio. The change of routine begins on the 30th (Tuesday) at 6 a.m., with the ban on parking in 3,500 spaces on various roads in the Copacabana, Ipanema and Leblon neighborhoods, including along Atlântica and Vieira Souto avenues. The main party stage, Copacabana, will be completely closed to traffic, including buses and taxis, at 9 p.m., an hour earlier than in previous years. The number of rafts used for the fireworks display will almost double from 2024 to 2025: from ten to 19.

A possible problem in the presented project is the lack of trailers available in the city to evacuate illegally parked vehicles, as the provision of the service has been irregular throughout this year. For example, on New Year’s Eve from 2023 to 2024, in Copacabana alone, there were 21 tow trucks in total. For this recovery, there will only be ten trailers in operation
The justification put forward by CET-Rio for advancing the total Copacabana blocking time to 9 p.m. is that the public arrived early for the party.
From the first minute of the 31st, there will be restrictions. Chartered buses will be prohibited from entering the area. New closures will be in place from 7 a.m.: Avenida Atlântica will be closed to traffic in both directions. The lanes along the seafront will be closed on Vieira Souto and Delfim Moreira avenues, as is the case on Sundays and public holidays, when the lanes serve as leisure spaces.

At 7 p.m., the blockade intensified, with access to private cars and applications prohibited. Until 9 p.m., taxis and buses will still be able to enter the area. From 9 p.m., confinement will be total. On the 1st at 5 a.m., entry into the neighborhood will be allowed again, except on the seafront. Avenida Atlântica will only partially reopen at 10:00 a.m., with reversible lanes on the road next to the buildings.
Special bus lines
On December 31, between 6:00 p.m. and 9:00 p.m., 24 municipal and intermunicipal lines will have a special device to allow the public to approach the three stages installed in Copacabana. These lines will be identified by the New Year’s Eve sign. They will circulate between Prado Júnior and Nossa Senhora de Copacabana avenues, disembarking on Avenida Princesa Isabel.
At Botafogo Cove, temporary terminals will be installed, with boarding areas for distinct lines depending on the destination: North Zone; Governor’s Island; Center and Tijuca; West and South-West Zones, Baixada Fluminense; Eastern Fluminense and the mountainous region of the state. The system will operate from 9 p.m. to 5 a.m.
The town hall project will benefit from a partnership with public security organizations. Military police will be stationed at 78 observation points along the coast. In addition, 17 blocking points will be installed at the access to the beach, in the block located before Avenida Atlântica.
In Copacabana, the Municipal Guard system will begin on the 30th at 6 a.m., mobilizing 1,370 agents. Of this total, 471 will handle traffic. The other tasks of the GM will be as follows:
- Promote preventive town planning actions.
- Deploy and monitor blocking points.
- Inspect street trading Inspect illegal parking
Certain practices will also be prohibited on the 31st. They are:
- Street vendors cannot sell drinks in glass containers.
- The entry of glass containers will also be prohibited at blockade points.
- Barraqueiros cannot install parks in the sand.
- Kiosk operators will be able to isolate tables and chairs, but within the operating limits of the service, draws will not be tolerated either.
In Copacabana, the duration of the fireworks was kept at 12 minutes. 12 to 14 tons of explosives, manufactured in Spain and China, will be used.
The fireworks will be set off to a soundtrack composed for the event. The promise is that they have movements that look like wavy shapes. For this, bombs with a power of up to eight tons will be used.
During the presentation of the project, at the headquarters of the Rio Operations Center (COR), the president of Riotur, Bernard Fellows, said that it is estimated that, in Copacabana alone, the public will reach 2.5 million people, reaching around 5 million in the entire South zone.

Mayor Eduardo Paes played with João Gomes’ marketing strategy with the participation of Iza after the fireworks on the main stage of Copacabana, in front of the Copacabana Palace:
— This boy is everywhere. He sings with Roberto Carlos, appears with the Pope and will even attend New Year’s Eve in Paulista.
Paes also commented on re-editing the gospel scene, new for 2025:
— We think this will be the New Year’s Eve ever. Gospel music has become national heritage at the initiative of President Lula. And, from now on, we will call the Leme stage the Gospel stage.
