
The Bogotá Public Prosecutor’s Office has intensified the investigation into the murder of Jaime Esteban Moreno, a 21-year-old student at the Universidad de los Andes, and issued an arrest warrant for Kleidymar Paola Fernández Sulbarán, a Venezuelan citizen identified as the alleged perpetrator of the crime.
The decision of the 69th Guarantee Control Court addresses the hypothesis that Fernández is alleged to have instigated the fatal attack, which occurred in the early morning of October 31, 2025, after a Halloween party at the Before Club baraccording to information from RCN News.

As the investigation continued, the public prosecutor responsible for this case, Reyes Hernández, emphasized that the murder was not premeditated, but that there was a clear intent to kill.
Hernandez explained: “The intention was to end life” and specified that those involved “acted with awareness of the risk they were taking and that this harmful outcome could occur and that they did nothing to prevent it.”

The official emphasized that the prosecutor’s office does not consider the conditions for intentional homicide to be met because “their intention was to end this person’s life.”
Court documents indicate that on the evening of the events, Moreno left the premises accompanied by another person, while a group, including Fernández, Juan Carlos Suárez Ortiz and Ricardo Rafael González Castro, followed him with the apparent intention of attacking him.
Testimony collected by prosecutors suggests that Fernández, The man, who was wearing a blue costume, instigated the beating by allegedly accusing the victim of improper acts. Although Fernández and Bertha Parra Torres were initially arrested along with others involved, both were released hours later due to lack of evidence.
Prosecutor Hernández explained that although Fernández and Parra Torres were not directly involved in the beating, the investigation aims to determine the degree of responsibility of each and whether there was an instigator or an investigator in the case.

The prosecutor’s hypothesis is that Suárez Ortiz and González Castro, charged with aggravated murder, acted with premeditation.

Finally, the Ministry of Public Prosecution concludes that “the prosecution considers that in this case the conditions are met to speak of fraud”, emphasizing that there was a direct intention on the part of the attackers in the death of Moreno.
