Paraná state deputies Requião Filho and Arilson Chiorato are preparing to call the CVM (Securities Commission) to request an investigation into a possible irregular “fundraising” scheme involving commissioned (politically appointed) employees of Sanepar.
Audios released by journalist Guga Noblat on Twitter show a telephone call between the former director of Sanepar Rafael Malaguido and Jaime Antônio de Camargo Ferreira, who was an advisor to the current Secretary of State for Cities, Guto Silva, with a request to collect money among the employees of the public company to cover a debt of 4 million reais linked to the last electoral campaign of the governor of Paraná, Ratinho Jr.
In one of the audios, Malaguido says he told a third party that “your boss is me, Rafael, and it’s Guto (meaning a political indication) (…), even Claudio Stabile is not your boss”. Stabile served as CEO of Sanepar from 2019 to 2024 and is currently president of the Paraná development agency.
In addition to preparing a complaint to the CVM, the parliamentarians have already sent a letter to the Regional Superintendence of the Federal Police of Paraná requesting the opening of an investigation to investigate illegal acts, such as the commission of electoral crimes, with subsequent instructions to open a procedure before the Public Ministry.
Consulted, Sanepar indicated in a note that the audios in question date from 2021 and that they have already been the subject of an operation carried out by the State Public Prosecutor’s Office, which had the collaboration of the public company, including internal documents. “Those involved were dismissed for cause and are facing proceedings by the judiciary.”
Ratinho Jr.’s government said the complaint was old and had been resurrected by the Paraná PT. “It is therefore an old program, with no new facts.”
Asked whether current Secretary Guto Silva was mentioned in the audios, the government, through its advisors, did not respond. He simply said he hoped the report would not take the audios as fact before hearing from the judiciary.
The report asked Ratinho Jr.’s government advisor for access to the public prosecutor’s process mentioned by Sanepar, but received no response. When consulted, the MEP made no comment until the publication of the report.
Deputy Requião Filho, of the PDT, told the journalist that, if confirmed, the allegations could constitute crimes of concussion, embezzlement and passive corruption.
“Given the seriousness, we demand concrete responses and immediate actions from the Civil House and the control bodies. It is also necessary to convene the Court of Auditors (TCE-PR), the Federal Public Prosecutor’s Office (MPF) and Agepar (Regulation Agency of Paraná)”, declared the deputy.
“The allegations of corruption and Caixa 2 involving Sanepar and the state government are appalling. We want to shed light on this scandal. We want to know what the Public Ministry says, what the Federal Police says, what the Electoral Court says,” he added.
