
Ranked as the two largest criminal factions operating in Rio de Janeiro state, rivals Comando Vermelho (CV) and Terceiro Comando Puro (TCP) have expanded their areas of influence and strengthened their alliances. In addition to supporting drug traffickers, the organizations have co-opted members of the security forces to support the criminal organization’s operations.
Just this month, two operations launched by the civil and military police internal affairs bodies, including one in partnership with the Federal Police (PF), targeted police officers suspected of having links to organized crime leaders.

Military informants
On the 8th, the PF arrested two military police officers accused of transmitting confidential state information to the CV leadership. They were identified as Rodolfo Henrique da Rosa (photo on the right)2nd Sergeant, and Luciano da Costa Ramos Junior (left photo)assigned respectively to the Special Operations Battalion (BOPE) and to the Court of Justice of Rio de Janeiro.
According to investigators, Rosa acted as a direct informant to the general director of drug trafficking of the Complexo da Penha and one of the main leaders of the Free CV, Carlos da Costa Neves, known as Gardenal.
The PF emphasized that the soldier worked in alignment with the BOPE teams participating in the operations, a strategic position that allowed him to anticipate the schedules, personnel and movements of police actions.
The Prime Minister conveyed this information to Gardenal, thus contributing to the frustration of operations in areas dominated by the faction, notably in Penha and Greater Jacarepaguá.
Luciano Junior is also identified as a member of the group of informants infiltrated into state structures. He allegedly participated in an ongoing scheme to leak resume information.
The PF is investigating whether both received direct payments from the faction in exchange for the transmitted data.
Besides Gardenal, the leaks also allegedly benefited Edgar Alves de Andrade, known as Doca, the main leader of the CV and considered the most wanted fugitive in Rio de Janeiro.
The investigation
Operation Tredo grew out of the sharing of information obtained during Operation Buzz Bomb, launched in 2024, which investigated the role of a Marine in supplying drones to the CV.
The documents revealed links to a wider group of security agents who provided the drug trade with sensitive information about police operations. From there, the PF opened a new investigation and identified the undercover military police officers.
If convicted, the sergeants could be charged with armed criminal organization, passive corruption, active corruption, homicide, drug trafficking, illegal possession of a firearm and violation of functional secrecy.
Researcher allied to TCP
Around ten days after the arrest of the two soldiers, a new operation was launched, this time targeting a civilian police officer. The investigator is accused of passing information and selling weapons to the Third Pure Command.
The civilian police officer was the target of an action by the General Inspectorate of Civil Police (CGPOL) on December 18. He is suspected of having transmitted information to Wallace de Brito Trindade, known as “Lacoste”, in addition to having negotiated arms and ammunition on behalf of the faction.
In a statement, the Civil Police of the State of Rio de Janeiro (PCERJ) indicated that the investigator was on sick leave and was therefore not, at that time, working on investigations or operations.
During the action, electronic devices were seized and will be subjected to forensic expertise.
According to the PCERJ, an administrative investigation was opened and the police officer was dismissed from duty.
